Abortion: Fight for passage of the
Freedom of Choice Act in order to
secure the right to choose as a matter
of federal law. Urge Congress to
repeal the Hvde Amendment which
prohibits federal funding for virtually
all abortions. Opposes limiting access to abortions
through mandatory waiting periods or requirements for
parental or spousal consent. "Bill Clinton believes that
personal privacy is a fundamental liberty protected by
our Bill of Rights."
AIDS: Appoint an AIDS policy director to coordinate
federal AIDS policies. Speed up the drug-approval
process, combat AIDS-related discrimination and oppose
needless mandatory HIV testing in federal organizations.
Support local efforts to make condoms available in
schools. "Its time to take real action to end the national
tragedy of the AIDS epidemic. It's time to make AIDS
research and medical care a national health priority."
Crime: Create a National Police Corps — putting a 100,000
new police officers on the streets. Create a waiting period
for handgun purchases to keep firearms off the streets and
out of the hands of criminals. Ban assault weapons. Create
a Safe Schools Initiative which will allow children to focus
on learning again. Supports boot camps for first-time,
non-violent offenders and tougher criminal penalties for
white-collar crimes. "We need to put more police on the
streets of our cities and more criminals behind bars. We
need to help cities fight crime and drugs in sensible
ways."
Economy: Eliminate tax breaks for companies that move
U.S. jobs abroad. Ease the tax burden on middle class
families by making the wealthy pay more. Encourage
small business and entrepreneurships. Cut wasteful
government spending. We "believe that the best jobs
program this country will ever have is economic growth.
Most new jobs in this country are created by small
businesses and entrepreneurs who get little help from the
government."
Education: Full funding for Head Start. Better incentives
to hire and keep good teachers. Create a set of national
standards and a national examination system to measure
our progress in meeting these standards. Develop youth
apprenticeships tb provide motivation for non-college
bound students to stay in school and do well. Expand
decision-making powers at the school level. "Government
fails when our schools fail."
Energy: Increase energy efficiency standards and
conservation incentives in factories, offices, homes and
transportation. Promote the increased use of natural gas,
foster the use of renewable energy sources. Opposes
increased reliance on nuclear power. Opposes excessive
gas tax increases. "Instead of coddling special interests
whose fortunes depend upon America's addiction to
foreign oil, Clinton's natural energy policy promotes
national security, energy diversity, economic prosperity
and environmental protection."
Environment: Preserve places of natural beauty and
ecological importance. Reduce solid and toxic waste and
air and water pollution. Create and expand markets for
recycled products. Pass a new Clean Water Act. Limit U.S.
Carbon dioxide emissions to 1990 levels by the year 2000.
Create a solid waste reduction program which gives
credits to companies that recover a portion of the waste
they generate. "Environmental protection is fundamental
to America's national security. A Clinton Administration
will challenge Americans and demand responsibility at
every level —from individuals and families to
corporations and government agencies —to do more to
preserve our world."
Families: Sign into law the Family and Medical Leave
Act. Grant additional tax relief to families with children.
Sign the Violence Against Women Act. Crack down on
deadbeat parents. Recognize homosexual marriages. "The
Clinton Administration would demand more from
families. It will demand that they pay the child support
they owe. It will offer their children the preschooling they
need."
Foreign Policy: Conditioned favorable trade terms for
China in respect to human rights in China and Tibet.
Continue assistance to Israel. Restructure the Armed
Forces in response to the demise of communism. "Make
no mistake; foreign and domestic policy are inseparable in
today's world. If we're not strong at home, we cannot
lead the world we have done so much to make. And if we
withdraw from the world, it will hurt us economically at
home."
Health Care: Allow consumers to choose where they
receive health care. Cap national spending to control
health care costs. Discourage drug companies from
spending more on marketing than research and
development. Support a national health insurance plan to
control costs, improve quality and cover everybody.
"Health care should be a right not a privilege. And it can
be: America has the potential to provide the world's best,
most advanced and cost-effective health care."
Trade: Supports the North American Free Trade
Agreement. Promises to toughen stand against Japan.
Warns against protectionism. "We must have a national
strategy to compete and win in the global economy. Freer
trade abroad means more jobs at home. The American
people aren't protectionists. Protectionism is just a fancy
word for giving up; we want to compete and win."

and a woman's right to choose.

AIDS: It is not the responsibility of the government to
dictate values concerning high risk behavior. Infected
individuals deserve treatment. Wants to find a cure with

Crime: Supports capital punishment. Supports life
sentence without parole for three-time violent crime
offenders. Would require inmates to achieve marketable
skills as a precondition for release. Intensify battle against
gang activity and heighten the war on drugs.
