AUSTIN— Texas voters are
turned off by political campaigns,
the influence of lobbyists and
pressure groups, and the power
of incumbents, according to a
League of Women Voters study
released Wednesday.
"We have discovered that al
most all Texans have opinions
about the campaign process, and
the opinions are highly critical,"
said Evelyn Bonavita, chair of the
League's Texas Education Fund.
The eight-page report entitled,
"See How They Run: The Political
Campaign Process in Texas," is
based on interviews and poll re
sults that show many voters are
frustrated and angry about the
current political system.
The report also describes
"model laws" touted by re
formists as a way to get politi
cians back in toucn with the elec
torate.
The study showed that most
Texans believe that campaigns are
too long, expensive, negative and
confusing.
Most also believe that cam
paign expenditures should be
limited, but disagree that cam
paigns should be financed with
public funds.
One former state office candi
date said negative campaigning
lessens respect for the office, and
leaves the winner no clear man
date because issues were not de
bated during the campaign, ac
cording to the report.
The study found that many be-
lieve that campaigns are being
dominated by political advertis
ing rather than debates between
candidates.
The high cost of these packaged
campaigns make the candidate
more dependent on special-inter
est contributions and less avail
able to the public for an examina
tion of his or her political beliefs,
the report said.
Campaign expense reports are
available for public scrutiny at the
Texas Ethics Commission, but the
League says "there is not current
ly a user-friendly data base that
enables researchers to pinpoint
readily specific information..."
