Perot regrets leaving presidential rac

DALLAS — Ross Perot said Tuesday he
"made a mistake" in dropping his independent
presidential challenge, delivering yet another
broad hint that he may engage in active cam
paigning in the final weeks of the race.
The Texas businessman, who is on the ballot in
all 50 states, complained that neither President
Bush nor Democratic nominee Bill Clinton had
offered serious proposals to deal with the na
tion's budget deficit.
Perot made the complaint on a day when he
held separate, private meetings in Washington
with Bush's campaign chief James A. Baker III
and Ronald Brown, chairman of the Democratic
National Committee.
Former media adviser Jim Squires said Perot
had no illusions of winning
such a race, but that he might
begin running ads and mak
ing speeches in states like
Texas and Florida, where he
could affect the outcome.
Those two states account for
57 of the 270 electoral votes
needed to win the White
House.
Mainly, "This is an invita
tion to Bill Clinton to put a
serious economic proposal
on the table," Squires said.
He suggested that Perot might begin engaging
in campaign-related activity around Oct. 1 if nei
ther Clinton nor Bush takes him up on his re

indictment of the Arkansas
governor's state record and
suggested the real debate should
match candidate Clinton's
promises against Governor

In Washington, the
Commission on Presidential
Debates made a fresh proposal to
the campaigns that the first Bush-
Clinton debate be next Tuesday in
Louisville, Ky., the site and date
originally proposed for a vice
presidential debate.
The Clinton camp immediately
accepted and said it was ready to
discuss arrangements.
The Bush campaign repeated
its objection to the commission's
single-moderator format and said
it would deal with the Clinton
campaign rather than the
commission in pressing for a
multiple-questioner arrangement.
Bush said Tuesday, "We're not
going to do it on his terms alone,
but we'll have debates." Clinton
said simply, "I think the
commission ought to sponsor
these debates."

WASHINGTON — The Senate Energy and
Natural Resources Committee approved a plan
Tuesday that would expand the Big Thicket
National Preserve, adding canyons, spring-fed
creeks and a blackwater swamp to the 86,000-
acre East Texas woodland.
Texas Sens. Lloyd Bentsen and Phil Gramm
separately have been pushing in the Senate for
expansion of the preserve, known as
"America's ark" for its variety of flora and
fauna.
The two introduced differing legislation.
with Bentsen seeking to boost the size of the
preserve above 100,000 acres while Gramm
advocated a smaller increase. Rep. Charlie
Wilson, D-Lufkin, for several years has
introduced legislation in the House similar to
what Bentsen has sought since coming to the
Senate in 1970.
Gramm's version was approved Tuesday in
committee. Action by the full Senate could
come later this week.

said Gramm, R-Texas. "I am hopeful that (the
