Among the specifics, the pact:
— Establishes a free trade commission, com
posed of cabinet-level officials from each coun
try, to supervise the implementation of the
agreement and resolve disputes. The panel
also will supervise the work of the eight com
mittees and six working groups created under
the agreement.
— Allows for withdrawal from the agree
ment six months after one of the countries pro
vides written notice to the other countries. If
one of the three nations withdraws, the agree
ment remains in effect for the other two.
— Contains an accession clause that would
allow other countries to join the agreement
provided that the United States, Mexico and
Canada jointly agree. The Bush administration
already has indicated it plans to negotiate a
free trade agreement with Chile, which could
join the NAFTA.
— Will not erode the rights Mexico now
grants to maquiladoras, the American-owned
assembly plants operating near the border in
Mexico. The maquiladoras import raw materi
als duty-free, assemble them in Mexico, then
ship them back to the United States for export.
— Eliminates taxes and duties on the export
of energy or petrochemical products unless
exporting nation levies the same tax ori
for its domestic consumption. Mexico,wl

As Gore told the crowd strong

anti-abortion protester interrupt
ed and called him a hypocrite.
"I believe there is a difference
between giving a woman the right
to choose and being in favor of
abortion," Gore said in response.

abortion. We believe abortions can

Enoch said that his election to the court would
send a message to lawmakers that judges cannot
be bought and sold in Texas, and his judicial re
straint would restore the court to a non-activist,
true, judicial branch.
"I believe I fit the people's definition of what a
judge is," Enoch said. "I'm a referee; an umpire —
Oscar Mauzy is a legislator."
Enoch accuses Mauzy of appealing to thecyni
cal side of judicial politics and trying to accou
plish as a judge what he could not accomplish dur
ing his 20-year stint in the state senate.
Enoch is a 1975 graduate of the Southern
Methodist University' Law School. He received
master's degree in judicial process from the Uni
versity of Virginia School of Law and worked as
lawyer in Dallas until being appointed as a jud»
to the 101st District Court in Dallas.
He has received endorsements from major
newspapers and organizations across the state,
and has consistently outperformed Mauzy in
and district primaries.

Toh encourages students of all
majors to participate, not only
those whose majors deal directly
with this type of program.
"All students can help," Toh
said. "We need support workers,
and there are job opportunities
available with Wycliffe in at least
26 different areas."
Toh hopes that students at
A&M will join the chapter and
learn about the opportunities in

"I'm very excited about the pro
gram," Toh said, "and I'm really
