Legislature decreases Texas' budget
Budget Board trims $226 million
to satisfy state-mandated cuts
AUSTIN (AP) — Legislative
leaders Tuesday reduced the $60
billion state budget by $226 mil
lion, warning of severe deficits
that include a shortfall to pay
counties for housing state prison
inmates.
The Legislative Budget Board
made the reductions in the face of
a requirement that state agencies
trim spending by $300 million.
Board members said they
planned to meet again within the
next couple of months to continue
whittling.
The 10-member panel is head
ed by Lt. Gov. Bob Bullock, and
House Speaker Gib Lewis, and in
cludes an equal number of Senate
and House members.
"There is nothing sacred," Bul
lock said. "We're all in this boat
together."
The reductions made Tuesday
were mostly in the form of savings
from less-tnan-expected costs in a
wide range of programs, mostly in
the Texas Department of Human
Services.
"We didn't cut any services to
day," said Sen. Bob Glasgow, D-
Stephenville.
But, he warned, that lawmakers
in January's regular session will
face a $5 billion budget gap to
continue the current level of ser
vices for the next two-year spend
ing cycle.
Without additional revenue, he
said, that would mean "some sig
nificant service cuts."
Despite the budget problems,
the lawmakers declined to cut the
Legislature's budget by 1 percent,
which would have saved $1.6 mil
lion.
Lewis, D-Fort Worth, said the
proposal surprised House mem
bers on the board and that they
wanted more time to study it.
On the county jail issue, budget
experts said the state may fall $135
million short this year in paying
counties for the backlog of state
inmates in their jails. Last year
lawmakers set aside $113 million
for the counties.
The payoff to counties was a
key factor in the settlement of a
lawsuit by counties against the
state.
That $135 million shortfall may
shrink a little following the deci
sion by state prison officials to
purchase six privately built pris
ons that could house about 2,000
inmates.
