"1 don't think anyone is confi dent about the numbers," he said. "It's tough to say just how large the colonias population is because so many residents have fallen through the cracks." State officials estimate 800 to 850 colonias in Texas totaling about 450,000 residents. Officials also estimate an average income be tween six and eight thousand dol lars in a family of at least five peo ple. Colonias originated in Texas in the 1950s when Mexicans settled in rural areas to avoid paying for municipal services like water and sewage. Consequently, the colo nias became unhealthy as well as unsightly. Health officials estimate nearly 80 percent of the residents will be infected with hepatitis-A by the time they are 35. "It has become quite obvious that the colonias merit our imme diate attention," Commander said. "We have chosen to respond with a Peace Corps-type program that involves people helping people while participating in the search for the elements of a comprehen sive, coordinated solution." vJftt. "With Apollo, there was a fleet of ships ready/ for the retrieval of the capsule, and a highly trained recovery team," Kelly said. "Now, our parameters are that we use current available recovery re sources. "The ACRV must be designed so that the Coast Guard, using their recovery equipment, can make a recovery," he said. "Noth ing can require special equipment or training." Another major difference to consider is, unlike the Apollo as tronauts — who were in space for less than two weeks — space sta tion astronauts will be in orbit for months at a time, and will suffer significant-muscle degeneration, Kelly said. "When the Apollo, Gemini and Mercury spacecraft splashed down, their crew was trained to assist in the recovery," he said. "With the ACRV, the crew will be quite a bit less capable, and can't be expected to help." The first stage of the ACRV project was designing a full-scale model of the re-entry vehicle, Cioni said. The second stage involved placing the model in the water tank at the Lyndon B. Johnson Space Center in Houston, and making adjustments in designs ac cording to initial test results. The third stage involves testing under actual ocean conditions, which will be done at the Offshore Technology Center, he said. "Universities focus a lot on research, but first and foremost, research is for teaching. "The number of graduate stu dents with fellowships is growing each year," he said. "These grads are doing research, so although space grant won't directly supply a school with research projects, it is supplying people who will go out and get the research projects." In Texas, three schools have space-grant status: the University of Houston, Texas A&M and the University of Texas at Austin. In addition, there is a consortium with 20 other Texas universities, called "space grant affiliates." For the Texas consortium, there are 18 funded graduate fellow ships, Sheppard said. These are divided among the consortium members, with the actual space grant schools taking precedence. Texas A&M has had two grad uate fellowship positions the past two years, and plans to add a third for the 1992-93 year, Shep pard said. There are also plans to add undergraduate scholarships within the next year or two. A&M plans to boost its role in certain areas of space research. Nicks said.
