women, African and Native
Americans and homosexuals.
Wiseman said it is the responsi
bility of everyone to require gov
ernment to provide people with as
much autonomy as possible.
"In my 20 years of practice, I
have seen one group after another
climbing the ladder to be accepted
into the community," he said.
"The gay community is not up the
ladder, but is well on its way."

and NASA is preparing its next
space flight. It is the mission to
beat all missions — the first flight
of a new shuttle and a daring
satellite rescue by spacewalking
astronauts.
The Atlantis' successful atmo
spheric research mission ended
Thursday with a Kennedy Space
Center touchdown.
The inaugural voyage of the $2
billion Endeavour — Challenger's
replacement — is scheduled for
May. It is clearly the highlight of
NASA's year.
So many spacewalks are
planned during the Endeavour
flight — three, a shuttle record —
that four astronauts have space
walking duties. Usually, it is two.
During the seven-day flight,
two spacewalking astronauts are
to attach a motor to a communica
tions satellite that has been stuck
in a lower-than-intended orbit for
two years.
It will be the first satellite re-
trieve-and-repair job by Ameri
cans since 1985.
"I'm sitting on the edge of my

Police school investigates
alleged cheating scheme
FORT WORTH (AP) - Offi
cials are looking into allegations
that members of a class at the
Fort Worth Police Department's
training academy were plan
ning to cheat on a routine first-
aid examination.
The investigation began af
ter training supervisors discov
ered the class may have made
preparations to cheat on the test
Tuesday.
The Dallas Morning News,
in a copyright story in Thurs
day's editions, reported that the
investigation involves 23 of the
26 members of the training
class.Until the allegations are
proven, normal instruction will
continue.

will be taken if the cheating al
legations are substantiated.
Other police officials said the
trainees could be fired.
"The possibility does exist

REDFORD, Texas (AP) — After two years of
watching flood waters break through weak levees
and wash out crops, farmers this year are planting al
falfa with a little more security, the Presidio County
judge said Thursday.
Reconstruction of seven miles of levees and dikes
have made farmers in this poor community confident
that their hay crops will not be destroyed again
should there be flooding in Mexico. The reconstruct
ed levees will be dedicated next week.
"ItTl enable the people to produce again," said
County Judge Monroe Elms. "They've got their
farms reproducing and they've got the alfalfa plant
ed. They have not been able to for the last two years.
It will put people back to work again."
Redford is located about 15 miles south of Pre
sidio, about 215 miles southeast of El Paso.
Just north of Presidio, the Rio Concho of Mexico
empties with the Rio Grande. During the pastt"|
years after experiencing heavy rains, the
government opened up a dam and released fid
waters into the Rio Concho. In 1990, the water c
a few breaks in the levee, but last year, after i
