AUSTIN (AP) — A consumer
activist called for Public Utility
Commissioner Paul Meek's resig
nation or ouster Wednesday, after
a flap as the PUC looked at a pro
posal to delete a utility reporting
requirement on lobbying expens
es.
Meek, who has previously been
targeted by callers asking for his
resignation, said he will not step
down.
The PUC voted 2-1 to publish
for public comment the proposed
rule change, which would elimi
nate a requirement that electric
and telephone companies detail
annually at the PUC their spend
ing on lobbying, business gifts
and entertainment, dues, advertis
ing and charitable contributions.
Meek said in an interview a
primary reason behind the pro
posal is to ensure there is no du
plication in information that utili
ties must file.
But the proposed rule change,
which will be published in the
Texas Register for 30 days, has
drawn concern from consumer
representatives. But, according to
reports, a number of utilities have
not complied with the rule.
Meek said a 1980 PUC execu
tive director's letter said the com
panies did not have to report.
At a PUC meeting. Meek got
into a tangle with Tim Curtis, ex
ecutive director of Texas Citizen
Action. Curtis criticized PUC Ex
ecutive Director Jim Crouch and
Guillermo Garcia, PUC public in
formation director, saying that
they had not given the press a
complete account of the proposed
change.
Garcia had no comment on the
matter, and Crouch did not return
a call from The Associated Press.
''No public servant deserves
this kind of treatment," Curtis
said.
And he said that Meek de
clared, when Curtis sought to ad
dress the commission, that "this is
my (Meek's) commission."

dents receive their diplomas for
completing the program.
"AggieHostel is one of the
greatest programs I've been in
volved with at Texas A&M," Gar
ner said. "It's beneficial to the Ag-
gieHostelers, and to the student
volunteers."
A&M has had almost 300 se
nior participants in the program
since its beginning, according to
Garner. He said the oldest partici
pant was almost 90 years old.

Psychiatrist explains
feelings for patient
BOSTON (AP) — A psychia
trist accused of having sex with
a patient who later apparently
committed suicide told col
leagues that she had erotic feel
ings toward the young man, ac
cording to an affidavit.
"Dr. Margaret Bean-Bayog
talked about her erotic sexual
feelings toward a Mexican-
American medical student,"
said the affidavit, filed in Mid
dlesex Superior Court on
Wednesday by Cambridge psy
chotherapist Amy Stromsten.
"Dr. Bean-Bayog described how
powerful and strong her feel
ings were toward Paul Lozano
in great length."
Lozano, 28, a Harvard medi
cal student, sought counseling
with Bean-Bayog for depression
from 1986 to 1990. His family
contends Bean-Bayog lured him
into a sexual relationship and
that he committed suicide in
April 1991 after she ended their
therapy.
Lozano's family in El Paso
has filed malpractice and
wrongful death suits against
Bean-Bayog.
Bean-Bayog has denied hav
ing sex with Lozano or mistreat
ing him, and said his death was
accidental.
She also said she never devi
ated from established medical
practices in treating Lozano,
who she described as severely
mentally ill.
In a statement issued
Wednesday, she said: "I contin
ue to have my reputation raped
by the calculated actions of peo
ple who have a financial inter
est in distorting the truth to
their advantage. No male thera
pist has ever been the subject of
such an assault.
"I deny that I had sexual re
lations with Mr. Lozano and I
do not believe that Ms. Strom
sten has any basis for an ade
quate assessment of Mr.
Lozano's character, mental con
dition or the truthfulness of his
statement."
The Massachusetts Board of
Registration in Medicine ruled
Tuesday that Bean-Bayog had
engaged in "substandard care,"
but did not suspend her license
pending further investigation.
That, said Stromsten,
prompted her to act.
