DALLAS (AP) — The state at
torney general's office said
Wednesday it has asked televan
gelist Robert Tilton for dozens of
financial records and other docu
ments in its probe of consumer
fraud violations at Tilton's Word
of Faith ministry.
The Consumer Protection Di
vision asked for documents in
cluding tax and credit card
records, cancelled checks, proper
ty lists and promotions materials.
The office, in a letter dated Jan.
10, also requested testimonials or
complaints from people who have
sent money, or anything else of
value to the Farmers Branch
church or to Tilton.
"We're not commenting on the
investigation at this time. The let
ter speaks for itself," said Gray
McBride, a spokesman for the at
torney general.

EDINBURG (AP) - Young
men and boys are drawn to gangs
by the allure of "power, sex and
drugs" and the best way to pre
vent their joining is to offer them
alternatives, former gang mem
bers said Wednesday.
"You tell a child to say 'No'to
gangs, but yes to what?" said
Jesse, a community worker and
former gang member who asked
to be identified only by a
pseudonym.
"You've gotta offer them
something," Jesse said. "They say
they need things to do."
Jesse was among several j
members who testified in secret
before a House subcommittee
studying the growing gang prob
lem in Texas. The subcommittee
Wednesday also held the first ina
geries of statewide public hearings
to solicit input legislators hope to
use in crafting anti-gang legisla
tion later this year.
"The bottom line is we're los
ing a generation of children and
we want to prevent that," said
subcommittee Chairman Eddie De
La Garza, D-Edinburg.
De La Garza said the subcom
mittee has until August to com
plete its report. The legislation
should be filed by November or
December, he said.
Law enforcement officials and
community activists told the
three-member panel that preven
tion is the best solution to the
problem.
When that fails, tough enforce
ment is necessary to prevent first
offenders from becoming repeat
offenders and to keep the incorri
gible under control, said David
Neubauer, a spokesman for the
Hidalgo County Sheriff's Depart
ment.
"The only way we're going to
get around this is to get first-time
offenders and scare 'em,"
Neubauer said. "We scare the
heck out of them to where they're
not going to commit anymore
crimes."
But Jesse and other former
gang members said outside the
hearing room that the threat of
punishment has little impact on
gang members.
The former members would
only talk on the condition of
anonymity.
"It (being arrested) comes
with the package," Jesse said.
