Yugoslav Foreign Minister Budimir Loncar said all six Yu goslav republics, the collective state presidency, and the federal government were expected to sign the agreement. Libertarians hope for 1992 support CHICAGO (AP) — Society digests new ideas in three phases, says Libertarian Party member Jon Kalb. First they're ridiculed, then debated, and fi nally accepted. The Libertarians believe they have gotten past the ridicule phase. "I think we're in the phase where our ideas are starting to be debated and I think people who con sider our ideas with an open mind are starting to accept them," Kalb said at the party's presidential nominating convention, which continued through Sunday. Acceptance is the most Libertarians dare hope for in 1992; they acknowledge that their presiden tial nominee, Andre Marrou, hardly stands a chance. With the Democrats in disarray 14 months be fore the election. President Bush looks like a shoo- in for another term, said delegate Dottie-Lou Brokaw of Woodstock, N.Y. "To say otherwise would be silly," she said. But like many members of the country's third- largest political party, Brokaw was confident of winning converts next year. The Libertarians hope to be on the ballot in ev ery state, and say they expect to get a lot of anti- Bush votes from people who see no significant dif ference between the GOP and the Democrats. The platform of the 20-year-old Libertarian Party is radically different from those of the major parties. Libertarians advocate personal freedom and voluntary cooperation. They oppose taxes and reg ulation and see national defense as the federal government's main function. Several convention speakers said they favored making all drugs legal, under the Libertarian view that the government should let people make their own mistakes. China plans to continue socialism HONG KONG (AP) - Chi na's hard-line Premier Li Pen$ said in an interview televisec Sunday that his country will continue "walking the socialist road" despite the collapse of communism in the Soviet Union. A high-ranking Chinese mili tary official disclosed, mean while, that China has its army, navy and air force on alert as a result of the upheaval in Moscow. In his first public statement on the Soviet changes, Li, the leader of the world^ last great totalitarian state, told Hong Kong's TVB that China's Com munist Party would not budge in its policies. "This is the Chinese people' historical decision," said the 63 year-old premier, relaxed in a shiny gray suit. "We are fully confident of the future of Chi na. But the collapse of commu nism in the Soviet Union has left China isolated. Reports from Beijing and Hong Kong say Chi na's hard-line leaders reacted with shock when the coup failed and with dismay at news that the Soviet Communist Party was suspended Thursday and its ac counts frozen. Beijing's official line, reiterat ed by Li, is that the Soviet tur moil is an "internal matter for the Soviet people."
