"There should also be an increase in financial aid to match, and (additional revenue) should stay within the Universi- ty." Additional revenue brought into the University by programs like the cyclotron, the Sea Grant College and the Institute for Bi osciences and Technology will save these "special item" pro grams from losing their funding, Mobley said. "For each state dollar, (these programs) bring in $3, $4 and $5 in federal and private funding," he said. "This money helps sup port our students, researcn, equipment and facilities." Los Angeles police chief announces plan to retire next year LOS ANGELES (AP) — Police Chief Daryl F. Gates, under pressure to step down since the videotaped beating of a motorist by police officers, said Monday he will retire next year. Gates, 64, who has been chief for 13 years, said in a letter to City Council President John Fer raro that he would step down when a successor is chosen. It's not yet clear how a new chief will be picked. "Given the uncertain timeline, I have selected the month of April J992 as the month I will re tire," he wrote. "If a permanent chief has not been chosen by that date, I will delay my retirement until that selection has been made." He said he'd pick a spe cific date later. Gates, 64, has been under pressure to step down since the March 3 videotaped police beat ing of black motorist Rodney King. The amnesties came as relief officials reported thou sands more Kurds were fleeing Iraqi forces. The decrees follow reports of renewed fighting between gov ernment forces and Kurdish re bels in northern Iraq and troop movements in the south into Shiite Muslim areas. The battles last week have started a new migration of Kurd ish refugees, the International Committee of the Red Cross said Sunday in Geneva. It reported about 20,000 Kurds fleeing the city of Suleimaniyeh and head ing toward the Iranian border. Red Cross spokeswoman Ka ren Saddler also said relief work ers visited about 1,200 Iraqi sol diers captured by rebels in the Suleimaniyeh area. Separate Kurd and Shiite uprisings after the Persian Gulf War were crushed by Saddam's forces, and more than 2 million refugees fled toward Turkey or Iran. Last week, Saddam urged Iraqis to forget past differences and promised greater political openness. Allied forces sent to northern Iraq to protect returning Kurds withdrew to Turkey last week, but U.S. commanders had said soldiers could return to quell fighting. There were no indica tions Sunday of U.S. plans to dispatch troops. Saddam's amnesty for army deserters was first issued in March after the Kurdish and Shiite rebellions were put down. The Shiites have claimed thou sands of deserters joined the re bel forces against Saddam. But it was not immediately clear if the Sunday decree cov ered deserters from the Persian Gulf war or those involved in the rebellions. It does not cover offi cers. The Iraqi News Agency report initially said the decree affected all deserters, but then reported the starting date for the amnesty was March 20. There was no ex planation for the change. The ruling Revolutionary Command Council, dominated by Saddam, also granted an im mediate amnesty to "political fu gitives," an apparent reference to opponents of the ruling Arab Baatn Socialist Party.
