An increase would be accom panied by a 75 percent reduction of net tuition retained by the University, he said. "The problem with the reduc tion is where the funds would be going," Gage said. "Under the current proposal, the funds would be used for state services other than education. We would only support the increase if the money goes directly into educa tion." Gage said because it is a change in the state's funding mechanism, it is not acceptable. "Students and parents who are already paying taxes for these services would be paying even more for them through tui tion," he said. "Many legislators say they can't accept that." Sharp's plan calls for a pro dent tuition, possibly doubling the current rate. The plan would also quadru ple the current tuition rate for non-resident students. Gage said he believes the tu ition increase will not be enough to cover’the costs of the cuts and many other facets of education will suffer. "The things that begin to suf fer are the other academic issues that make our degrees better," he said. "There is no question these cuts are the sort of things that will begin to reduce the quality of education." Gage said on-campus con struction would be among the hardest hit. "We are already 500,000 square feet behind in accommo dating our current enrollment level," he said. "We're suffering from a shortage of large-size class rooms, and even with our posed increase in graduate stu- current funding we won't be able to catch up until 1996." Gage said the current student- teacher ratio of 21-to-l could be increased to 24-to-l. For ideal re sults, Gage said an 18-to-l ratio is recommended. Other areas affected would be housing and food services. Gage said an 11.9 percent increase in dorm rates and a 5 percent in crease on meal plans would be necessary. Gage said optional retirement plans will also be hurt, with the ultimate effect being the failure of the University to attract the best available faculty in the fu ture. Gage said the possibility of en rollment reductions is also being considered. "All state institutions have been asked to provide an enroll ment management program," he said. "Texas A&M is one of five schools that have already pro vided plans because of rapid growth. "There are now 130,000 more students in Texas colleges than there were in 1985, and we are still not up to the funding level we were at then." Enrollment level reductions are unlikely, but an increase in the Student Services Fee to offset the budget loss will probably be passed, he said. "We're just trying to fill the gap," he said. Local funds collecting interest for the University totalling $23.9 million also might be collected by the state, he said. These funds could not be used to offset budget cuts because most of them have been set aside for a specific pupose. "Most people don't under stand that these funds can't be used for everything," he said. "These funds pay for mainte nance, repairs and equipment not paid for by the state." And now, it seems wherever they go, someone shows up with a video camera. "It's just a fad," Officer W.T. Mays said. "We're going to have that for a while. I went to a call the other day, and some guy fell on the ground and hurt his knee. I turned around and some lady had a video camera on.
