Bush picks Moscow ambassador
WASHINGTON (AP) — President Bush
reached into the Democratic Party Tuesday
to pick consummate dealmaker Robert S.
Strauss as ambassador to Moscow during a
period of promising but delicate relations
with the Soviet Union.
Bush said he chose the 72-year-old fellow
Texan "to guarantee that two ships ... won't
pass in the night for lack of understanding."
Strauss, who led the Democratic Party
through a fractious period in the 1970s, said
he was persuaded to take the post in four
days of talks with his old Republican friends.
Bush and Secretary of State James A. Baker
III, and in around-the-clock consultation
with his wife of 50 years, Helen.
"A week ago," he told reporters at the
White House after Bush's announcement, "if
anyone had told me I would be standing
here, I would have thought they were cra
zy."
Strauss was mentioned for the post mid
way through the administration's two-year
search for a successor to career Ambassador
Jack M. Matlock, but he said recently he had
turned down the job.
Matlock already has served more than four
years in the Moscow posting, which nor
mally lasts only three.
Strauss, if confirmed by the Senate as ex
pected, would be only the second non-career
ambassador to hold the sensitive Kremlin
post in 40 years. The last was Thomas J. Wat
son, chairman of IBM, who served under
President Jimmy Carter.
Strauss is certainly the most political diplo
matic appointee to the Communist world
since Bush himself headed the first U.S. mis
sion in China after diplomatic ties were re
stored in 1974. Bush, like Strauss, was a for
mer national chairman of his party.
Strauss' selection is one more indication of
Bush's determination to seize what he re
gards as a unique opportunity to coax the So
viet Union througn political and economic
reform at home and peaceful realignment of
relations abroad.
"Bob Strauss has taken on difficult and
delicate assignments in the past for presi
dents of botn parties," Bush said. "I know
that he's the right man to represent the
United States in this fantastic period of
change in the Soviet Union."
Bush promises to veto
Democrat version of bill
Continued from page 1
Foley contended angrily that Bush
has been unfair in accusing Demo
crats of encouraging hiring quotas
and exacerbating racial divisions.
"For the president to accuse us
of raising racial or other divisions
in this society is incredible," Foley
said, speaking to reporters.
Bush's spokesman. Marlin Fitz-
water, restated the president's po
sition that provisions in the Demo-
cratic-sponsored bill "clearly
amount to quotas," pushing em
ployers to hire on racial grounds to
avoid lawsuits. Democrats
strongly deny the charge.
The issue of hiring quotas is
seen as a potent one among vot
ers, especially as the recession has
made good jobs harder to find.
Bush has promised to veto the
Democrats' version, just as he ve
toed a similar measure last fall.
Foley acknowledged Democrats
do not have the two-thirds major
ity that would be needed to over
ride a veto, despite spending more
than two months revising the
measure in an effort to broaden
support.
