The 210 cases, reported last year were more than twice as many as any other year in the last decade and up 123 percent over 1989, said Joe Pair, director of the Texas Department of Health's Sexually Transmitted Disease Control Division. While part of the increase can be attributed to changes in na tional reporting methods. Pair said congenital syphilis, like the disease overall, is undoubtedly increasing nationwide and in Texas. "Babies die needlessly from syphilis," Pair said. "It's that se rious — fatal in some cases. It's a situation that doesn't have to be. Syphilis is completely and easily curable." Pair said 42 babies with syphi lis were stillborn in Texas last year. Two cases of congenital syphi lis were reported in Tarrant County in 1990, including one death, said Johnny Humphreys, public information specialist with the Fort Worth-Tarrant County Health Department. "We have had two more al ready this year, and one of them has died," Humphreys said. Madison Environmentalists oppose construction of new airport HOUSTON (AP) — The long- raging debate over the proposed West Side Airport is more than just a struggle over space be tween birds and planes, environ mentalists say. The dispute, they say, is part of a larger debate beginning to emerge over the development of the Katy Prairie, a rice-farming area west of Houston. "Ultimately, it's a question of what kind of city Houston will be," Ted Eubanks, a former pres ident of the Houston Audubon Society, said in describing the proposed airport and Katy Prai rie debates. The airport initially would serve only small aircraft, but it ultimately could become Hous ton's third major commercial avi ation facility, along with Hous ton Intercontinental and Houston Hobby. Environmentalists have op posed the proposed airport be cause it would oe located west of Katy where hundreds of thou sands of geese and ducks stop each winter during their interna tional migration. Jim Blackburn, an environ mental attorney who represents the Audubon Society on the air port issue but also has rep resented developers, expects a multi-faceted debate over growth and its management in the area. "When you're talking about the future of the Katy Prairie, you're talking about the future of the city of Houston — whether it will be a willy-nilly spread, re gardless of environmental conse quences, or growth that takes ac- count of environmental consequences," Blackburn said.
