Other students said they were active in intramurals or other recreational sports and are will ing to pay the additional $15 to have the better facility. One student said that he thinks construction of the facility is long overdue and giving stu dents another chance to vote on the fee increase will just be a waste of time because students will give overwhelming appro val. One graduate student ques tioned whether students taking only one class or part-time stu dents will have to pay the flat $50 fee every semester also. Odgen said every student would have to pay the fee. "That $50 fee entitles students taking one (credit) hour or $20 (credit) hours to use the facility just as much as anyone else," Odgen said. "There's no relationship between the num ber of hours you are taking and how often you are using the fa cility." Odgen said varying the fee to compensate for part-time stu dents is a problem because A&M has to sell bonds to pay for the facility. "You have to have some sort of revenue source that guar antees the payment of the bond," he said. "If the payment of the facility is deferred until it is completed, A&M probably would not be able to raise the revenue it needs." The 1989 bill said the fee would not go into effect untili facility was open, but Odgen was unsure if this still was Hit case since the current bill does not state that. Odgen said he was not hying to talk students out of approving the fee and is willing to help gel the bill passed as long as ne is confident students really want the facility and know what the fee entails. "I have not made a final deci sion yet," Odgen said. "Butmi sense is that students want to build a recreational sports facilili and they want to build (it) as fast as they can, and we should go ahead and get it passed."
