Bentsen says free trade agreement has problems WASHINGTON (AP) — Sen. Lloyd Bentsen said he warned President Bush Monday that support for a free trade agreement with Mexico may hinge on the administration's plans to address fears about an exodus of jobs south of the Rio Grande and pollution on the bor der. Bentsen, the chairman of the Senate Finance Committee, has asked Bush to respond by May 1 to questions about the (disparity in wages and environmental reg ulations between the United States and Mexico. "I emphasized to him that there are some senators that are still waiting to make up their minds, waiting to see what those answers would be," Bentsen, D- Texas, told reporters in his office following a private lunch with the president. Bush's deadline to respond to Bentsen's concerns comes as Congress must decide whether to give the administration an other two years to negotiate trade agreements that could not be later amended. Without that so-called fast- track negotiating authority. Bush contends there will be no free- trade agreement because Mexico would not agree to an accord that could later be changed by Congress. For example, he noted it still allows funding dis parities between rich and poor school districts. However, Kauffman added, "It is an improvement, no doubt about that, and we didn't want to jump into something and at tack it until we get to thoroughly consider it." Lawyer Bob Luna, represent ing wealthy school districts, said they also were looking at the bill. Some officials have questioned whether the sharing of local property tax revenue is constitu tional. Passage of the deadline trig gered a Supreme Court injunc tion to stop state spending on public schools. However, the or der's effect was not immediate because the next state aid pay ments aren't due to go out until April 25. On Monday, MeCown de layed the injunction until Sept. 1. Assistant Attorney General Toni Hunter said she hoped the injunction then would be dis solved. MeCown also had instructed a state education expert to be re ady Monday with a revised ver sion of a plan developed last year by a court-appointed mas ter. But he told the expert, dep uty education commissioner Lynn Moak, to keep the plan confidential until furtner notice. "When the other poker player folds, you don't show him your cards," MeCown said. The Texas Supreme Court has twice, unanimously, ruled the school finance system unconsti tutional. The current $14 billion-a-year school finance system relies on state aid, local property taxes and some federal money. School districts' reliance on their own local property tax revenue re sults in nuge discrepancies in available funding. The new law sets a minimum tax rate and shifts local proper!) tax revenue from wealthier to ! poorer school districts wife new education regions draw largely along county lines. School districts do nothaveto share revenue generated ova the minimum rate, which staris at 72 cents per $100 propert)’val uation ana rises to $1 in fou years. The bill includes a revenue cap that is meant to limit funding disparities.
