Federal agents snare copter Customs Service raids airfield, captures aircraft, papers DALLAS (AP) — Customs agents Wednesday seized a heli copter belonging to a Chilean arms dealer who is under inves tigation for alleged weapons sales to Iraq. The modified long-range com mercial copter, which can be used in warfare, was displayed by the U.S. Customs Service at Redbird Airport after it was seized inside a storage hangar. Connie Fenchel, special agent in charge of the Customs Service office in Dallas, said a search warrant also was executed at a Fort Worth-area company where records were being seized. A Cardoen 206L-III attack heli copter, a prototype belonging to Carlos Cardoen, 49, was seized at the private airport, and re- " ‘ ' ~ leli( - ' cords at Global Helicopter Tech nologies Inc. in Hurst were also targeted. The helicopter was originally built by Bell Helicopter Textron in Fort Worth, but later modified by Cardoen, who is believed to be living in Chile, Fenchel said. Bell had no direct involvement in the modification project, she added. Cardoen has denied any wrongdoing and has not been charged with a crime. "The seizure of the helicopter is from Mr. Cardoen," Fenchel said. "The custodian of Mr. Car- doen's records is Global, which we believe Cardoen has an own ership interest in." Cardoen operates Industrias Cardoen S.A., one of Chile's largest private weapons man ufacturers. He furnished Iraq with cluster bombs during the Iran-Iraq war, and is part of a U.S. Customs probe in South Florida into possible shipments of munitions, lethal chemicals and military technology to Iraq. Military officials said such shipments would violate the United Nations embargo im posed after Iraq invaded Kuwait Aug. 2. Wayne Frandsen with the Customs Service office said mod ifications made to the copter in Dallas had "military applica tions." Fenchel said the helicopter. valued at $4.7 million, had been stored for Global at the airport and may have also been destined for Iraq. Records have also been seized by customs agents last month at Swissco Development Co,, which is based in Miami, said Fenchel. "Prior to that, we seized two shipments from Mr. Cardoen in Miami," she said. The Customs Service said Car- doen imported the copter I through Global to obtain Federal [ Aviation Administration certifi cation.
