' Tubularman by Boomer Cardinale Corrupt politics remain Government looks into congressional ‘Watergate’ AMARILLO (AP) — Nearly five months after a muddy elec tion for a Panhandle congressio nal seat, the two former candi dates are still pointing fingers. U.S. Rep. Bill Sarpalius, D- Amarillo, said Tuesday that Dick Waterfield's campaign and the Republican Party were involved in distributing a taped conversa tion between Sarpalius and an Amarillo woman. Sarpalius accused Waterfield of "dirty politics" and called for a federal investigation into the matter to be continued. "This is another Watergate. Except it's on a congressional level," Sarpalius told reporters. Joseph Edgar Clements, 75, of Amarillo pleaded guilty in fed eral court Tuesday to recording the conversation and then giving a tape to the campaign of Water- field. The tape contains a 40-minute conversation between Sarpalius, who is single, and Michelle Mar tinez on the congressman's cel lular telephone. Clements, who said he didn't realize that taping the conversa tion was illegal, said he thought Sarpalius' statements in asking Martinez for a date weren't ap propriate for an elected official and should be made public. Waterfield has pleaded inno cent to any involvement in the episode. "I honestly did not know any thing about the distribution of that tape," Waterfield told the Amarillo Daily News. Last month, Sarpalius said he received a card from a Republi can political consultant that Sar palius said "implicated" both the Waterfield campaign and the GOP in distribution of the tape. He said the card was from Tommy Garrett, a former consul tant with the National Republi can Congressional Committee, the congressional campaign wing of the national Republican Party. "During the 1990 campaign against you, I was a consultant to the NRCC. I removed a copy of your taped conversation from Dick Waterfield's office and al lowed a friend to copy it, not aware that it was illegal," accord ing to the note. "It's glaringly obvious that, beyond politics and elections, I. have wronged you personally, and owe you an apology," Gar rett wrote. Garrett could not be reached for comment Wednesday, and there was no answer Wednesday at a phone number listed to Wa terfield.
