Houston develops ‘drug courts’ □ HOUSTON (AP) — Harris County officials are trying to ap pease opposition to specialized “drug courts,” with a plan to name special judges wno will help handle the 300 percent in crease in county narcotics cases. Researchers study exhaust AUSTIN (AP) — Two Texas scientists are among 10 U.S. re searchers studying chemical "fingerprints” to determine whether diesel exhaust can cause cancer in humans. "The evidence in humans is not there yet," said Kurt Rande- rath, director of the division of toxicology at Baylor College of Medicine in Houston. Animal research has shown that some chemicals in diesel ex haust can alter the structure of DNA, or deoxyribonucleic acid, the genetic material that is the basic building block of the body. In 1988, the International Agency for Cancer Research in France concluded that diesel ex haust probably causes cancer in humans. But the U.S. Environ mental Protection Agency balked at making a similar judgment. Lawmakers decide fate of reform bill AUSTIN (AP) — Chances are about 50-50 that lawmakers will pass a school finance re form bill as ordered by the Texas Supreme Court, a leader in the effort to forge a com- promiseplan said Monday. Sen. Carl Parker, Senate Education Com mittee chairman, said reaction from Texans who may see higher school district property taxes and concern about the cost of reform may affect how lawmakers vote. The Texas Supreme Court unanimously ruled unconstitutional the current $14 bil- lion-a-year school finance system, which re lies on state aid, local property taxes and some federal money. Differences in local property wealth now lead to disparities in eaucation funding. Jus tices said if lawmakers do not devise a re form plan by April 1, they will order a stop to state funding for schools. Parker heads a conference committee that is working to iron out differences between House and Senate school finance reform bills. Both are so-called Robin Hood plans that would require a minimum local property tax rate, then shift hundreds of millions of dol lars in local tax revenue from rich to poor school districts.
