Ann Rich- rds left town for Mexico on Thurs day to attend a meeting of U.S. and Mexican border state governors. : Richards said she hoped to discuss a possible free trade agreement, en vironmental issues and auto theft problems with her Mexican coun terparts during the two-day session. “I want to explore the free trade agreement,” Richards said. “I think that’s No. 1 on everyone’s mind. “I want to discuss with the gover nors about joint efforts that deal with the environment ... We have concerns about emissions into the air and toxicity into the Rio Grande,” she said. Auto theft also is on her agenda, Richards said.
