However, the endangered or chids, or Spiranthes parksii, at Lick Creek Park are not covered by either state or federal protection. Federal laws apply only to federal land or areas where federal money is in vested. The state law also applies only to endangered plants being taken from property for sale. It does not cover disturbing the flower’s habitat. Wilson said other species of wild- flower, like the Meadow Rue, also could be in the same situation as the Navasota Ladies’-Tress, although these other species in the park are rare and not endangered. He said there are so few Navasota Ladies’-Tresses in the park — only — tm several hundred — that he and other researchers keep track of indi vidual flowers. He said he is most concerned about the erosion around feeders to the creek that might result from the bike race. “The plant occurs on the banks,” Wilson said. “Anything that destroys the banks destroys the flower. Ero sion occurs naturally, but adding bikes is a problem.” The original racing course went through the area in which Wilson has studied the orchid. The revised route, however, still travels along Raccoon Run, where the orchids are known to grow. Charles Fischman, administrative coordinator for the National Off- Road Bicycle Association — the race’s national sponsor — said NOR- BA’s policy asks all member clubs to respect the environment when estab lishing a race course and while con ducting races. Fischmanr said general guidelines state that organizations should get permission from land owners or managers when organizing a race, with the assumption that the owner or manager would not allow the race if he thought it would be destructive to the land. “Members of our organization are generally well-informed about land- use issues,” he said. “We’re quite sen sitive to the issue.” Fischman said the B-CS environ mentalists’ reactions are similar to what already is hapenning through out the country. “College Station is not the first time bikers have run up against envi ronmental sensitivity,” he said.
