AUSTIN (AP) — A lottery oppo
nent in the House said Monday he
has counted enough votes to keep
the gambling measure off a
statewide ballot, but lottery support
ers say they are far from discour
aged.
“We only need 51 (votes), and
we’ve got more than that,” said Rep.
Glenn Repp, R-Duncanville. A two-
thirds vote is needed in the 150-
member House and 31-member
Senate for the proposed constitu
tional amendment establishing a lot
tery to be put before voters.
But Rep. Ron Wilson, D-Houston,
said, “We’re real close. We’re still
working” on getting support for his
lottery measure.
Gov. Ann Richards has desig
nated the lottery as emergency legis
lation, touting it as a way to meet
part of an estimated $4.6 billion
budget shortfall through Fiscal year
1993.
“1 know the governor is appar
ently twisting some arms ... Whether
she can change enough votes, I have
my doubts,” Repp said.
Bill Cryer, Richards’ press secre
tary, said, “I don’t know what he
means by that (twisting arms) ... We
are talking to members of the
House, trying to encourage them to
vote for the lottery.
“We feel pretty good about it,”
Cryer said.
The Senate State Affairs Commit
tee has scheduled a Wednesday
hearing on lottery, while its House
counterpart plans to consider the
legislation Feb. 18.
Wilson said he expects the full
House to take up the measure be
fore the Senate does. The Senate in
a previous legislative session ap
proved a proposed lottery amend
ment, but the measure died in the
House.

Union deal means pay raises for American pilots
DALLAS (AP) — The pay of
some American Airlines pilots will
immediately leap 59 percent under
their new contract, a union spokes
man said Monday.
The hike occurs because of a
change in the length of time it takes
a cockpit crew member to go from
the lower-paying “B” pay scale to the
“A” pay scale.
agreed to the four-year pact Satur
day. The union’s board of directors
must ratify the contract for it to be
come official.
American and the Allied Pilots
Association, which represents the
carrier’s 8,800 pilots, tentatively
Union spokesman Tom Hunt said
the board is expected to take up the
contract next weekend. Company
and union officials will write the
agreement into contract form dur
ing a mid-week meeting.
The first year of the contract has
already passed, and pilots will be re
ceive a retroactive pay increase. For
American’s senior captains, the first-
year hike will range from 9.8 per
cent to 14.4 percent, depending on
the type of airplane they fly.
Captains have been with the com
pany long enough to be on the A pay
scale, which previously required
eight years of service. The new con
tract allows a crew members to jump
to the A scale after five years with
American.
That means crew members in
years six, seven and eight will be
paid at A scale wages for 1990, upt(
a 59 percent increase. Hunt said.
The contract calls for 4 perceni
pay increases across all pilot scalesa:
the end of August this year and ir
1992 and 1993.
There will be no differences intlit
vacation schedule of A and B scalf
pilots under the new contract
American’s pilots get two weeks va
cation annually during the firs
seven years, three weeks until yeai
15, four until year 23, five until yeai
30 and six after that.
