achievement of African-Ameri
cans and their affect on United
States’ history and the world.

Frustrated residents
patrol neighborhoods
DALLAS (AP) — Residents of two
low-income neighborhoods here
have become so frustrated with vio
lent crime that groups of them are
patrolling their areas with shotguns,
a city councilwoman said Tuesday.
“There is significant crime within
the Dallas area,” Deputy Mayor Pro
Tern Diane Ragsdale said.“However,
there is greater crime in poor neigh
borhoods. To that end, neighbor
hoods have looked for a means of
survival.”
Police are predicting record levels
of violent crime in Dallas. A new
yearly high already has been set for
homicides. But officers said the pa
trols could result in an increased
number of shootings.
“We certainly encourage citizens
to get involved to help the police
fight crime,” police spokesman Sgt.
Jim Chandler said.“We do not en
courage citizens to arm themselves
to do this.”
Ragsdale said poor, minority
neighborhoods dissatisfied with po
lice protection are just looking for
ways to cope.
“I think a lot of it is out of frustra
tion,” she said. “The police depart
ment constantly says that they’re
overworked and underpaid and
stretched too thin. And so the com
munity is looking for constructive
ways to help themselves.”
“Middle-class neighborhoods can
... hire off-duty police officers or se
curity officers,” she said. “Poor
neighborhoods cannot afford that
luxury.
We do live in America, and people
have a right to defend themselves
and their neighborhoods and their
families, as long as it’s within the
law. v
Ragsdale denied the groups were
made up of vigilantes.
“These are responsible people
that are doing this,” she said. “These
aren’t irresponsible people.”
But Chandler said armed citizens’
patrols are dangerous.
“There’s no telling who they
might encounter when they’re out
there doing that,” he said.
City Councilman Jim Buerger
agreed, adding: “it’s tough enough
for our officers to know when to
shoot and when not to shoot, when
to advance and when to retreat.”
Assistant City Attorney Don Post-
ell s^id he is investigating the legality
of the shotgun patrols and will re
port to city council members within
two weeks. As a result, Ragsdale did
not identify the groups involved, ex
cept to say they are located in her
southern Dallas district.
' Postell said state gun statutes pro
hibit displaying a firearm in a public
place “in a manner that tends to
alarm.”
“What is a display calculated to
alarm?” he said. “I’m going to have
to go hack and see how the courts
have interpreted the statutes.”
Ragsdale said she would inform
her constituents of Postell’s conclu
sion.
In another development. Coun
cilman A1 Lipscomb said he would
introduce a measure Wednesday
asking the governor to send the
Texas National Guard to Dallas to
fight violent crime.
