Hearing scheduled on GOP tactics
WASHINGTON (AP) — Demo
crats on Sunday accused Republi
cans of racism in the North Carolina
Senate race as a federal judge sched
uled an election-eve hearing on
whether the OOP’s tactics are intim
idating voters.
Republican officials dismissed al
legations that voter mailings in
North Carolina and Texas were de
signed to intimidate minority or el
derly voters.
But U.S. District Judge Dickinson
Debevoise scheduled a hearing for
today in Newark, N.J., to determine
whether the Republican National
Committee is violating a 1982 con
sent decree that bars voter intimida
tion.
The hearing was requested by the
Democratic National Committee.
“What the Republican Party has
done is absolutely disgusting,” Dem
ocratic Party chairman Ronald
Brown said on CBS-TV’s “Face the
Nation.” He accused the GOP of try
ing to “intimidate the poorest and
most vulnerable voters.”
The controversy has centered pri
marily on North Carolina, where Re
publican Sen. Jesse Helms is in a
neck-and-neck race with Democrat
Harvey Gantt, who is black.
At issue are 150,000 official-
looking postcards that the North
Carolina GOP sent to predominantly
minority Democratic precincts.
Labeled “Voter Registration Bul
letin,” the cards read, in part, that it
is a federal crime “to knowingly give
false information about your name,
residence or period of residence to
an Election Official.”
“We knew that in a panic Jesse
Helms would turn to this kind of tac
tic, just as Republicans have done in
the past,” Brown said.
Voter mailings also have been sent
out in Texas to predominantly el
derly Democratic voters, encourag
ing them to forego absentee ballots.
Charles Black, a spokesman for
the Republican National Committee,
said he had not seen any of the mail
ings but insisted the GOP has never
broken the consent decree on voter
intimidation.
The committee “always plays t»I
the rules,” he said. But he addeo
that North Carolina has “a long his
tory of Democrats stealing elet
tions.” State and local leaders “ha.

Tom and his wife. Caroline, were married in
1965; they have two sons, Scott, age 15, and
Don. age 13. The McDonalds are members ot
St. Andrew's Episcopal Church. The McDonald
family has resided in Brazos County for over
70 years. Tom’s lather (TAMU 33) was a
lawyer, legislator and judge. The Reed
McDonald Building on the TAMU campus is
named in memory of Tom's uncle.
