HOUSTON (AP) — The city ousing Authority, switching to an mtomated system, discovered it had leprived about 1,000 poor Houston amilies of federal rent subsidies be muse of a record-keeping error. Housing Authority officials be- ieved 95 percent of the available using subsidies were being used »hen the actual number was 85 per- :ent. The U.S. Department of Housing ind Urban Development this month :ited the authority for failing to use itleast 95 percent of its subsidies. HUD recently showed Austin at 0 percent utilization; Dallas at )8.5 percent; San Antonio at 100 aercent; Little Rock, Ark., at 100 percent; and New Orleans at 84 per cent. Housing officials have launched a iriveto increase the number of fam- receiving rent subsidies and to correct other problems cited by HUD. The subsidy program is financed })’ HUD and is managed by the Housing Authority. The program is considered one of the fastest and easiest ways to make housing avail- to low-income families, o qualify, a family of four cannot arn more than $ 19,200 a year. Under the program, no more ban 30 percent of a family’s income can be spent on rent payments. The iubsidy covers the difference be- ween the family’s share of the rent ind the amount charged by the andlord. The authority is scrambling to use as many of the subsidies as possible. In October 1985, the Housing Authority had 17,000 families on a vaiting list for rent subsidies. A >'\ 1 Jissr /SAJ T hlez A/a uoweEN.
