S&L convicts
getting tough
sentences
WASHINGTON (AP) — Vir
tually all those convicted of savings
and loan fraud are first-time offend
ers, but they are getting harsher
prison sentences than the typical
white-collar criminal, according to
Justice Department figures.
“These are traditionally no-record
defendants,” said Marvin Collins,
the U.S. attorney in Dallas, whose of
fice has prosecuted about a quarter
of the major S&L cases. “They ap
pear often very contrite at sentenc
ing and generally make sympathetic
defendants for sentencing.
“Given all of that, I feel rea
sonably comfortable with the types
of sentences that we have been re
ceiving,” Collins said. “Most of the
people are receivingjail time.”
There were 128 people convicted
since Oct. 1, 1988, who received av
erage prison sentences of 3.2 years,
according to department statistics.
That compares with an average
2.5 years for all federal fraud cases,
including embezzlement and forg
ery, according to a study compiled
last year by the Justice Department’s
Bureau of Justice Statistics. That
study used figures from 1987, the
most recent year available.
The average sentence for embez
zlement in 1987 was 1.8 years while
the average sentence for mail and
wire fraud was 2.6 years.
Thirty-seven of those convicted
for S&L crimes since Oct. 1, 1988,
have not been jailed.
The Justice Department defines a
major S&L case as one involving
fraud or loss of more than $100,000
or in which the defendant was an ex
ecutive or officer of a thrift institu-

Each Corps outfit works the
guard room in three-day shifts. One
senior serves as officer of the day,
while one junior, two sophomores
and three freshmen assist.
The cadets working in the guard
room soon will have hand-held ra
dios to provide faster service to stu
dents.
Corps members are trying to ob
tain two-way radios for all cadets on
duty so when cadets are on the north
side of campus, for example, they
can communicate with those in the
guard room to see if anyone else
needs to be walked from that side,
he said.
“When this system is imple
mented, hopefully in a couple of
days, we will be available for every
one in a shorter amount of time,” Al
varado said. “But bear with us
beause we do receive lots of calls and
people might have to wait for 10
minutes.”
The escort system is only one of
the guard room’s responsibilities.

Although gains have been made
to curb drunken driving, the state
has a long way to go before Texas
highways are safe, she said.
LeFevre said other problems also
hinder the safety effort.
“Most of these high-risk drivers
don’t believe they will die, and most
of them don’t care about losing their
license,” LeFevre said. “However,
they don’t want to hurt anybody else,
so that’s why we made these com
mercials so severe.”
According to a release from the
State Department of Highways and
Public Transportation, 3,361 people
died in traffic accidents in 1989. The
three leading causes for these fatali
ties are driving under the influence
of alcohol, driving at unsafe speeds
(either above or below the posted
speed limit) and not wearing a safety
belt.
LeFevre said one of the goals of
the program is to reduce traffic fa
talities by at least 5 percent and
make the public aware of the need
for safety on the state’s roads.
“During the Labor Day weekend
over 30 people died,” LeFevre said.
“With this new advertising cam
paign, we hope to reduce that mm
