Top airlines squabble
over flight schedules
FORT WORTH (AP) — United
Airlines promised to comply with a
federal judge’s order to make
changes in schedules at Chicago’s
O’Hare International Airport.
American Airlines went to court
Monday to press for the changes,
contending United’s proposed
schedule was misleading. U.S. Dis
trict Judge John McBride ordered
the change the same day.
The Fort Worth-based carrier
said United schedules starting Oct. 1
reflect not-yet-approved deviations
from federal guidelines on takeoffs
and landings at O’Hare.
The rules are high density slot
rules, intended to regulate traffic at
four of the nation’s busiest airports
by designating times for takeoffs
and landings.
“United will comply with the
court’s ordej r and we expect ;
FAA on Friday to approve fornui
our schedule, which wecarefulhi
signed to reduce congestion andit
lay at O’Hare,” United said in i
statement.
McBride has scheduled a heatE
for Sept. 4 to decide whether to istii
a preliminary injunction that woii
bar United from operating untls
the new flight schedules, Amend:
spokesman Ed Stewart said.
“Passengers will show up at lit
airport expecting to depart at tit
time listed in the timetable, onlyt
find the flight won’t depart?,
schedule because United doe®
have a slot at that time,” American!
general counsel Anne McNanai
said.
Earlier this year, United resums
its position as the nation’s larjs
carrier, replacing American.

Battle of briefcases
Overspending becomes
issue in state campaign
AUSTIN (AP) — A battle over
briefcases erupted Tuesday between
lieutenant governor candidates Rob
Mosbacher Jr. and Bob Bullock.
Republican Mosbacher, said Bul
lock, the Democratic state comptrol
ler, ran an inefficient “gold-plated
agency.”
Evidence of Bullock’s excesses,
Mosbacher said, is the purchase of
819 briefcases for the comptroller’s
office since 1984 at a cost of $32,000
to the taxpayer.
Bullock’s campaign said the brief
cases were needed by state auditors
who bring back 12 times their salary
in tax revenue.
Prior to purchasing the briefcases,
the employees had to tote files in
plastic bags when auditing busi
nesses, said Bullock aide John
Bender.
He said the briefcases are owned
by the comptroller’s office, not indi
vidual employees.
Bullock said Mosbacher’s attack
was an attempt to mask his own mis
management of the Texas Depart
ment of Human Services, which has
been plagued by budget problems.
Mosbacher is chairman of the Dili
governing board.
Mosbacher made his remarks)!!
news conference while standing^
hind a mini-mountain of bonwti
briefcases.
He said that before Bullock ni
elected comptroller in 1974, itc(#
taxpayers 55 cents to collect evti 1
$100 in tax revenue. That figurell
increased to $1 per $100 of tax it*
nue, he said.
“You would think in an age of®
tomation, the cost of colleci
money would drop,” Mosback
said. “It has elsewhere, but noti
Bob’s shop.”
Bullock said Mosbacher ignort
the 130 percent inflation rate siiiJ
1975, and that average employ# 1
pay has gone up 100 percent.
“Junior’s accusations are the mail
of a desperate candidate losing4
election,” Bullock said.
Hightower’s campaign managt!
James Clark, said the deW
“doesn’t fit into our schedule.”
Clark said Hightower had agr#
to a debate with Perry to be tap*
Oct. 6 in Dallas by KERA-TV.
