Clements gives
emergency aid
to welfare fund
AUSTIN (AP) —Gov. Bill
Clements has given the cash-
strapped Texas Department of
Human Services $8 million from
a contingency fund lawmakers
wanted to tap for school finance
reform.
The transfer, officials said, will
leave about $1.2 million in the
governor’s fund, which is for
such things as weather-related
emergencies and unexpected
projects.
DHS Commissioner Ron Lin-
sey said the money will give his
agency “a little breathing room”
on a tough decision: when to be

within its budget.
Officials said Clements agreed
to the $8 million transfer during
a Wednesday meeting with Lind

the agency will run about $211
million over budget during the
next two years. That includes
