The complaints later will be published in an annual report produced by the Immigration Law Enforcement Monitoring Pro ject of the American Friends Service Committee, said Maria Jimenez, di rector of the project. The computer program is named WINSTON, after Winston Smith, the main character in George Or well’s novel “1984,” who rebelled against a totalitarian society domi nated by Big Brother. The program will be used in El Paso, San Diego, McAllen and a city in southern Florida. “WINSTON will allow us to ob tain more precise information and to be more systematic in our informa tion gathering,” Jimenez said. Jimenez said the El Paso chapter of the American Civil Liberties Union would begin using the pro- f ram this summer. But Melvin traus, El Paso ACLU acting chair man, said he had not been consulted on the project. “It should be the ACLU (taking the complaints) and we have many questions to ask. If the answer to many of those questions is we have to put money in then we can’t do it,” Straus said. 1 Defense rests case, 3 lawmen not called to testify about death w i§ : TYLER, (AP) — Attorneys for three former lawmen accused of beating an inmate to death in the Sa bine County Jail in 1987 rested their case Tuesday without putting the defendants on the stand. Attorneys are to meet with the judge Wednesday morning and pre sent closing arguments Wednesday afternoon in the case. Loyal Garner Jr. died Dec. 27, 1987, two days after he suffered se vere head injuries at the jail. Pros ecutors say he was beaten to death by former Hemphill Police Chief Thomas Ladner and former Sabine County sheriffs deputies Billy Ray Horton and James M. Hyden. The former lawmen say they struck Garner in self defense after he became unruly at the jail. Although prosecutors are seeking a murder conviction, which carries a maximum sentence of life in prison, the jury can consider lesser charges “T I hey needed to put Thomas Ladner on the stand because he (Garner) went into their jail and came out comatose,” Wayne Dickey— Assistant District Attorney such as involuntary manslaughter and negligent homicide. Assistant District Attorney Wayne Dickey said he was surprised that the defendants were not called to testify. “Given the state of our evidence, they needed to put Thomas Ladner on the stand because he (Garner) went into their jail and came out co matose,” Dickey said. Sabine County jailer Lawton Crain testified earlier Tuesday that he heard no sounds of a huge strug gle during the time he was at work on the night Garner is alleged to have received fatal injuries.
