DALLAS (AP) — A Mexican
magazine’s publication of the
names of U.S. drug agents does
not signal government disappro
val of American actions, Attorney
General Richard Thornburgh
said Monday.
The weekly news magazine
Proceso on Sunday published a
list of 49 names it identified as be
ing U.S. Drug Enforcement Ad
ministration attaches, assistant at
taches and agents in Mexico.
The magazine published the
list as part of a set of articles on
the DEA’s role in Mexico, which
periodically causes controversy,
most recently over the alleged ab
duction of a murder suspect to
face charges in the United States.
In Dallas Monday for a speech
to business executives, Thorn
burgh said the publication was
not a reflection of government
opinion.
Thornburgh said he met with
his Mexican counterpart last
week, and received assurances
that Mexico still considered drug
enforcement a high priority.
“If there is any escalation of ill
feeling, it would obviously rep
resent the views of that publica
tion, not the Mexican govern
ment,” Thornburgh said.
The Proceso article was accom
panied by a story about the recent
arrest of Dr. Humberto Alvarez
Machain in El Paso on April 3, on
charges in the death of Enrique
Camarena, a U.S. drug agent kid
napped and tortured in Mexico.
The 42-year-old doctor is
charged with injecting Camarena
with stimulants to keep him alive
while he was being tortured by
drug traffickers.
Alvarez’s lawyer said he was
kidnapped from his offices in
Guadalajara and delivered to
DEA agents in El Paso.
Officials gear campaign
toward uninsured drivers
AUSTIN (AP) — As many as one
in four Texas motorists is disobeying
the state law requiring mandatory
liability insurance coverage, the
state’s consumer advocate said Mon
day.
“In some Texas cities and coun
ties, the problem of uninsured mo
torists is one of truly epidemic pro
portions, with estimates as high as 70
percent noncompliance with the
law,” said Kay Doughty, state public
counsel.
Doughty, who heads the state Of
fice of Consumer Protection, said
the problem is a serious one for con
sumers because, “In the end, it is the
insured motorist who ends up pick
ing up the tab through higher (in
surance policy) premiums.”
To help combat the growing
E roblem, Doughty’s office, Texas
iw enforcement agencies and oth
ers are launching a statewide educa
tional campaign to alert motorists to
the insurance requirements.
“It will target responsible, law-
abiding drivers who for various rea
sons do not have the required insur
ance,” she said.
“Our goal is to convey the mes
sage that driving is a privilege, not a
constitutional right, and it carries
with it some responsibilities, such as
passing the driver’s exam, keeping a
car in good shape and the registra
tion current, and purchasing liability
insurance,” Doughty said.
