Sprint Services, an Overland Park, Kan., firm that provides telephone operator services to U.S. Sprint and other long-distance carriers, was awarded the contract by the Texas Public Utility Commission in March. Under the contract, valued by the PUC at $5.3 mil lion for the first year, Sprint will set up and operate the first statewide service to relay telephone messages to and from people with hearing or speech disabilities. Currently, telephone communications in Texas for people who cannot hear or speak are limited to a device for the deaf, called a TDD. The device, which resembles a scaled-down type writer, enables the user to type messages based on sign language to other people with TDDs. The typed infor mation is sent out over telephone lines and displayed on the receiver’s machine. The system only works between people who have TDDs, rendering most of the state’s telephones off lim its to deaf and hearing-impaired people. :r, caller dial a toll-free number and reach an operator trained in the use of TDDs and American Sign Language, accord ing to the Austin American-Statesman. The operator will dial the number sought by the deaf user and verbally relay the typed messages. Similarly, hearing and speaking callers who wish to reach a TDD user will go through the center, where an operator will translate the message into type and send it to a receiving machine. The cost of the service will be the same as a tradi tional phone call, the newspaper said. Pat Myers, a Sprint account representative, said the Texas center, one of about a dozen in the United States, will open Sept. 1. Based on a Texas deaf population of about 640,000, officials say the center will be equipped to handle 175,000 calls a month. Myers said the company plans to hire 100 people, but that number may grow, depending on the number and duration of calls. By using the Sprint-run center, callers will be able to ope vided by local and long-distance telephone companies, which may pass the cost of the surcharge to customers. H. Mobley early this summer.
