Design changes
elevate price of
super collider
WASHINGTON (AP) — The En
ergy Department plans to build the
super collider as originally envi
sioned, Secretary James A. Watkins
said Monday, although the agency
hasn’t yet determined how much
higher the $5.9 billion price would
climb to pay for the design changes.
The cost increase — coupled with
the lack of a firm figure on the new
estimate — could spell trouble in
Congress as supporters seek their
second year of construction funding
for what would be the world’s largest
scientific instrument, to be built
south of Dallas.
“This creates some problems, yes
it does,” said Rep. Tom Bevill, D-
Ala., the influential chairman of the
House Appropriations subcommit
tee on energy and water devel
opment. “I wish they were able to
give us a definite figure, but we have
been through this many times on
other projects.”
Asked if Congress could reverse
last year’s commitment to building
the collider, Bevill appeared unsure
of the project’s fate, saying: “That’s
always possible. No, I don’t think
that’s going to happen. I don’t know.
I don’t know. At this point I don’t
know.”
Watkins said physics changes in
the design of the project to build it as
originally envisioned could increase
the cost by $1.2 billion alone.
Changes in labor rates could add an
other $300 million to the final cost
— which was originally set at $4.4
billion then rose to $5.9 billion.
The collider would be a 54-fnile
underground ring where subatomic
particles are hurled against each
other to test theories about the fun
damental nature of matter.
