U.S. troops to return
from South Korea
SEOUL, South Korea (AP) — De
fense Secretary Dick Cheney and
South Korean officials agreed
Thursday to the withdrawal of seve
ral thousand U.S. troops over the
next three years as Korea “takes the
lead” in its own defense.
Cheney, on the first leg of an
Asian-Pacific tour that is also taking
him to the Philippines and Japan,
said the troop reductions would not
be done “precipitously” and pledged
to keep U.S. soldiers based here as
long as the Korean people want
them.
“We aren’t going to move precip
itously ... our commitment remains
strong,” Cheney said at a news con
ference. “The threat remains undi
minished.”

date this study and move the project
into the detailed planning stage.
Included in the planning of the
center are »an dining facility and
high-tech meeting rooms with state-
of-the-art visual and audio capabili
ties.
Smith said he and other adminis
trators are looking into various de
sign techniques.
“We’ve been looking into centers
like this at other universities,” Smith
said. “We’re trying to get design
ideas and also learn from others’
mistakes.”
Smith said the project would be
funded by a combination of sources,
including revenue bonds and private
gifts. The biggest gift of all, a multi-
million-dollar piece of land, has al
ready been donated by Dr. Chester
Reed, Class of’47.
Smith said the site for the new
center probably would be on West
Campus near the Beef Cattle Cen
ter.
Smith said that since a lot of
thought has already gone into the
project, if the project is approved
and initiated by the Regents at their
March or May meeting, the con
struction probably would get on the
fast track as soon as possible.

David Jefferson, a registered sanitarian at the department, said
restaurants with scores of 95 or above generally have excellent oper
ations and facilities. He said restaurants with scores in the 70s or low
80s usually have serious violations in the health report.
Scores can be misleading, Jefferson said, because restaurants an
get the sattte score by having several minor violations ora few major
violations. He said the minor violations can be corrected during the
inspection. Point deductions or violations in the report range from
one point (minor violations) to live points (major violations).
Jefferson said the department might close a restaurant if the
score is below 60, the personnel have infectious diseases, the restau
rant lacks adequate refrigeration, there is a sewage backup in the
building or the restaurant has a complete lack of sanitization for the
food equipment.
The department inspects each restaurant every six months.Jef
ferson said a follow-up inspection is sometimes required if a restau
rant has a four- or five-point violation that cannot be corrected dur
ing the inspection, or if there are numerous small violations.
Inspectors at the department are registered sanitarians.
