Reward. 83t2/l Homeowners oppose mission in neighborhood DALLAS (AP) — Self-described urban pioneers who occupy stately condos near downtown are fighting a church’s plans to open a homeless mission that residents claim would place an unwanted soup kitchen near their doorsteps. The First Baptist Church also wants to build a food and clothing distribution center and inner-city sanctuary. But Bryan Place residents said Sunday the facility would attract potentially dangerous people to their fashionable enclave. “The people of Bryan Place are not against the homeless,” said Tri- cia Smith, president of the Bryan Place Homeowners Association. “What we’re against is having it adja cent to our condos and our neigh borhood.” Smith still laughs about the time she found a vagrant sitting in her neighborhood hot tub, enjoying a leisurely bath in the Bryan Place fa cility. “Here was this guy, just sitting there, soaping himself and having a great time,” she told the Dallas Morning News. The church, with its 27,000-mem ber congregation, contends the mis sion is greatly needed to expand cur rent services at its inner-city chapel, several blocks away from Bryan Place. “This will be a mission, not a homeless shelter,” said Ralph Pulley, a deacon and attorney representing the church in the matter. “It will not have a negative effect at all” on Bryan Place and its $100,000 to $200,000 dwellings. The mission also would have the capacity to house some homeless people up to 90 days until they “get oack on their feet,” Pulley said. But he added that the churcn does not consider the project a “homeless shelter.” “The principal mission will be to reach the lost and have a Christian ministry,” said Pulley. “That work, that kind of work, is a special thing. “That development (Bryan Place) is in the inner city, and if I were to buy a residence or rent a residence in the inner city, I must be willing to deal with the inner city as it is.” The condos, in the shadow of downtown high-rise buildings, are between an avenue lined with used car lots and pawn shops and a street containing some run-down busi nesses and fast food restaurants. The new mission is proposed in an old furniture building near North Central Expressway and about 10 feet from the nearest Bryan Place condo. The city’s Board of Adjustment is considering whether to grant a per mit to First Baptist to use the build ing as a mission. Homeowners have been contesting that request for about two years. Aggie Players present spring performances The Aggie Players will present “An Evening with Harold Pinter” tonight at 7:30 in Rudder Fo rum. Houston junior colleges consider dropping GSLs HOUSTON (AP) — Administra tors of two area junior colleges said they are considering withdrawing from the Texas Guaranteed Student Loan Program, which already is be ing dropped by Brazosport College. “We cannot solve the problem, North Harris County College can’t, the state of Texas can’t,” said Ken Feld, NHCC’s district coordinator of financial aid. “This is something Washington has to change. We’re swimming with lead shoes on, not going too far.” The “problem” is penalizing schools for high default rates, al though school administrators don’t decide who gets the loans. Congress determines eligibility requirements. Typically, students in financial need must be in good academic standing — usually a C-average. But some schools have gotten tired of facing what they believe is a no-win battle. NHCC may leave the program, Feld said, and Houston Community College also may exit it, said Alex Prince, dean of the college’s student supported services. On the whole, the default prob lem is worse at two-year colleges than at four-year schools, although students at the former accounted for only 8 percent of the Texas Guar anteed Student Loan Corp.'s loai last year. Half were made tostuden at four-year schools and 42 percei to those at proprietary schools, sai Joe McCormick, TGSLC execulit director. “Community colleges are stim having to re-educate people thehiji schools should have educated,” Ft said. “Then students get frustrate: because of external problems; tin drop out of school and can t reps their loans.
