BAYVIEW (AP) — Immigration officials say they are releasing hun dreds of Central American immi grants from detention centers in South Texas because they are run ning out of detention space. Attorneys and others had specu lated that hundreds of people were being released from the centers be cause the government expected an influx of refugees from war-torn El Salvador. But Immigration and Naturaliza tion Service Commissioner Gene McNary said Thursday, “There is no connection between anyone who is released and any anticipation of a need for space because of the possi ble influx of Central Americans.” However, he added, “We would like to have the space to meet such an influx if it happens.” Hundreds of detainees have been allowed to leave South Texas over the past two weeks, a departure from the no-travel policy put in place last Feb. 21 after thousands of refugees arrived in South Texas from Nicaragua and El Salvador. The law allows those without im migration documents to stay if they can prove they fled their homelands for political and not economic rea sons. INS officials forbade the immi grants from leaving South Texas be cause most never reported to immi gration officials when they reached other cities. Instead, the immigrants were sent to detention camps while their applications for asylum were processed. At one point, more than 2,400 people were in detention last year, either awaiting an asylum ruling, ap pealing a ruling, or awaiting an ap pearance before an immigration judge. The Immigration and Natualiza- tion Service is seeing an upsurge in apprehensions of Central Americans and is running out of detention space, Jerry Sewell, director of the INS’ Harlingen District, said Thurs- it,” Sewell said. Clements opposes repaying counties for cost of prisoners HOUSTON (AP) — Texas coun ties now paying to house prison in mates who can’t get into the state corrections system because there’s no room can forget about getting re imbursed by the state, Gov. Bill Clements said Thursday. “I’m absolutely opposed to that,” said Clements, adding that he also was ruling out some kind of partial settlement. Officials in Harris County and other counties in Texas routinely have been billing the state for mil lions of dollars in costs for holding in their county jails thousands of con victed criminals who have nowhere to go because state prisons are full. “They’re going to just have to bear with us and shortly we will have the situation in balance and the problem will be solved,” Clements said. “In the meantime, they’re in convenienced. It is costing some money but we also have those same problems at the state level. It’s a common problem that we’re going to have to put up with here for a short time.” Clements bristled, however, at the suggestion that it was unfair to coun ties that they had to pick up the tab for state prisoners. “The county, in case you all have forgotten, is a piece of state govern ment — formally, factually and otherwise,” he said. “County govern ment is the lowest denominator in the structure of state government. When you talk about the counties you’re talking about the state.” Clements noted that the state has more than 25,000 prison beds under construction, a program he said was unprecedented in the nation. “That program will take care of our prison requirements and will give the relief to our county prisons that is required,” he said. “I know that you’re badly overcrowded here in Houston as they are in Dallas and Fort Worth and several other metro politan areas. “I know it’s working a hardship on these metropolitan counties. But I would hope also that you would have a little patience and let us get these prisons built. In the meantime, be patient, be calm, take it easy.” On other matters, Clements said he doubted whether lawmakers would be able to resolve education finance and judicial election matters in a single special legislative session he’s called for next month. “I’m not the least optimistic we’re going to solve this in one legislative session,” he said. Clements refused to say what kind of education package he would favor as long as a task force he appointed was still trying to come up with rec ommendations.
