Comp bill passes House; tempers flare in Senate AUSTIN (AP) — The House voted 111-31 Thursday to pass a workers’ compensation plan that backers hope will finally end 11 months of legislative warfare. But Senate leaders on both sides of the debate exchanged increas ingly harsh words as pressure mounted before Friday’s crucial showdown in that chamber. House members overwhelmingly approved the business-backed bill that was written by a House-Senate conference committee. Gov. Bill Clements and Lt. Gov. Bill Hobby have endorsed that plan. “It’s going to increase benefits for workers and it’s going to decrease (insurance) rates,” Rep. Richard Smith, R-Bryan, said. “It puts the system back the way it was intended to be,” House Speaker Gib Lewis said. “It probably takes the hogs out of the trough. The big benefactors of the bill will be the em ployees because their benefits will in crease drastically.” But even as the House tallied its vote, Hobby and chief Senate oppo nent Carl Parker, D-Port Arthur, sparred. Parker strongly criticized Hobby for working against that ma jority. Clements, who calls workers’ comp reform his top priority, threat ened to keep lawmakers in session through Christmas to win passage of a bill. He was in Dallas Thursday, but his office issued a statement in which he said the bill “represents compre hensive reform.
