EDINBURG (AP) — A Hidalgo
County grand jury Tuesday issued a
sealed indictment naming the driver
of a truck involved in a South Texas
school bus accident that killed 21
children in September.
The driver, Ruben Perez, 25, of
Mission, could be arrested Wednes
day on the charges contained in the
21-count indictment, Hidalgo
County District Attorney Rene
Guerra said.

Guerra has said the most likely
charges stemming from the bus
crash would be involuntary man
slaughter, a third-degree felony car
rying a maximum penalty of 10
years in prison and a $10,000 fine;
or criminally negligent homicide, a
Class A misdemeanor carrying a
maximum penalty of 1 year in jail
and a $2,000 fine.
“I’m going to seal the indictment
because the accused is not in cus
tody,” State District Judge Fernando
Mancias told the grand jury after it
reported its decision to indict in the
93rd District Court.

days in sessions over the past two
weeks investigating the Sept. 21 acci
dent.
Perez told investigators his truck’s
brakes failed just before he ran a
stop sign and struck the bus, push
ing it into a water-filled pit. Most of
21 junior and senior high school stu
dents who died drowned. About 60
others were injured.

Co., the owner of the truck, since the
accident.
The National Transportation
Safety Board’s full report is not ex
pected for another year. The grand
jury heard from witnesses and used
a preliminary NTSB report, along
with a Texas Department of Public
Safety report, in its deliberations.

Woman leaves ‘bomb’
chase ends in shooting
MESQUITE (AP) — A woman
with a “crude homemade bullet
proof vest” was shot at least twice af
ter leading police on a chase that be
gan when she dropped off a suspi
cious package at Eastfield
Community College, authorities
said.
The woman, whose name, age
and condition were not immediately
released, suffered a gunshot wound
to her neck and another wound in
her lower back, caused by either one
or two bullets, said Tom Geddie,
spokesman at Parkland Memorial
Hospital in Dallas.
The package did not contain any
explosive devices, said Sgt. Bob
Sharp of the Dallas Police Depart
ment explosive ordnance unit.
“The package - contained rolled up
duffle bags, cloth wound really tight,
sewn into another bag — wrapped,
tied and stitched together,” Sharp
said. “This was really, really weird.”
The woman was wearing a “crude
homemade bullet-proof vest,” Sharp
said. He described the jacket as
“made of large fence hinges, quar
ters taped onto the front, with cords
and wires, and nylon fishing cord all
sewn together. It was pretty elab
orate.”
Police did not find any weapons
or incendiary devices in the van,
Sharp said.
The woman allegedly dropped off
je at the college’s administra
tion building about 12:49 p.m., then
struck a security guard as she fled in
a van. The guard suffered a minor
leg injury, police said.
