Residents flee as government,
guerrillas battle in El Salvador

SAN SALVADOR, El Salvador
(AP) — Left-wing rebels on Tuesday
claimed control of portions of eight
of El Salvador’s 14 provinces and de
clared they would intensify efforts to
seize the entire country.
Government aircraft rocketed
and strafed rebel positions on the
northern and eastern perimeters of
San Salvador as thousands of resi
dents fled the battle zones.
At least 503 people have been
killed and more than 1,000
wounded across El Salvador since
the guerrillas launched their offen
sive Saturday night, according to
military, hospital and morgue re
ports.
The rebels’ Farabundo Marti Na
tional Liberation Front (FMLN) is
sued a communique calling on its
forces to “take control of the whole
country,” but also said it was willing
to pursue a “democratic solution.” It
said local governments would be es
tablished in areas held by the rebels.
Government officials said the re
bel offensive, the largest in the 10-
year conflict, has not sparked any
uprising among war-weary Salvado
rans.
A guerrilla leader who uses the
pseudonym Carlos Argueta said,
“It’s a new kind of war that could
lead to the end of the war.” He
spoke with the Associated Press in a
rebel-controlled district in the capi
tal’s northern neighborhood of Za-
camil.
The FMLN ordered the offensive
after announcing they would not
participate in peace talks sceduled
for Nov. 20-21 in Caracas, Venezu
ela. They said President Alfredo
Cristiani’s rightist government was
not negotiating seriously and
blamed it for the Oct. 31 bombing of
a union headquarters that killed 10
people and wounded 29. Two
Americans were among the
wounded.
FMLN leaders have said they
hope to force the government to the
bargaining table or make the coun
try ungovernable.
El Salvador is under a rebel-de
clared traffic ban, a state of siege
and 6 p.m.-6 a.m. curfew. The army
ordered a 24-hour curfew on em
battled districts in San Salvador.
Neighborhoods isolated by the
curfew were running short of food,
water and medicine.
Col. Arturo Lopez, an armed
forces spokesman, said the curfew
was to protect civilians from rebel
sharpshooters firing from high
buildings.
“They are hiding themselves
among the people as they always
have,” Lopez said.
He denied the guerrillas con
trolled any neighborhoods or that
populated areas had been hit by air
attacks.
Reporters visiting northern and
eastern districts disputed that re
port.

Twenty-nine injured
as fire ignites on ship
NORFOLK, Va. (AP) — Fire
broke out aboard the amphibious
assault ship USS Inchon while it
underwent shipyard maintenance
today, injuring at least 29 people
in the latest in a string of Navy ac
cidents, authorities said.
The fire began around 9:30
a.m. in a hangar deck where heli
copters normally are stored and
was put out in 10 minutes, Lt.
Cmdr. Steve Burnett, an Atlantic
Fleet spokesman, said.
He said the blaze may have be
gun in an area where several
power lines were attached to the
ship from shore.
Burnett said 20 sailors and
nine civilians were injured and
were taken to six hospitals. At
least one victim was listed in se
rious condition.
The blaze was the seventh se
rious Navy accident since Oct. 29.
Seven people have been killed or
lost at sea and 16 injured in the
string of accidents, which in
cluded a collision between a de
stroyer and a merchant ship off
Malaysia on Sunday and the crash
of a jet on a carrier Oct. 29.
Ten people, most of them sail
ors, were taken to Sentara Nor
folk General hospital for smoke
inhalation today, said spokesman
Deborah Meyers. She said eight
were in stable condition, one was
in guarded condition and one was
in serious condition.
A spokesman for the Ports
mouth Naval Hospital said 10 to
15 victims were taken there.

The 602-foot troop and heli'
copter carrier has a crew of 67S;
and can hold up to 2,000 Marine
