Mexican authorities holik German man for killings^ MEXICO CITY (AP) — Mexican authorities said Wednesday they are investigating the possibility that a West German man being held for the killings of three Germans and two Danish tourists in Mexico may have killed other Europeans in va rious states around the country. “It looks as if there are more vic tims,” federal Attorney General’s spokesman Arturo Antelmo told the Associated Press by telephone. The federal murder investigation has expanded from the west coast state of Guerrero and east coast state of Veracruz to include the south- central states of Puebla and the state of Mexico, where other bodies have been found, Antelmo said. Police arrested Diego Bohmern in the Pacific Coast resort of Acapulco when a car he was driving rammed into another driven by German tour ist Hans Bertamsisi, and Bohmern began beating up on Bertamsisi, the government news service Notimex quoted federal judicial police as say ing. Officers discovered that Bohmern was in the country illegally and turned him over to federal agents. An investigation was coordinated with Interpol, the international law enforcement group. Another Attorney General’s office spokesman said Bohmern was being held in the killing of a West German couple in July in the southern state MADD seeks ban on Texas’ happy hours AUSTIN (AP) — A statewide co alition of parent and medical groups, led by Mothers Against Drunk Driving, plans to ask the Texas Alcoholic Beverage Commis sion to ban “happy hours” and pro hibit or limit alcohol sales in high- crime neighborhoods and near col lege campuses. If adopted, the 38-point plan — advocated by a coalition that in cludes the Texas PTA and the Texas Medical Association — would rep resent one of the most sweeping curbs in the public consumption of alcohol since Prohibition. “Our goal is to not have underage people served or sold alcohol and to curtail the quantity of alcohol sold to a person who is alcohol-impaired,” Karen Thorell, state administrator for MADD said. The proposals could significantly alter how the liquor industry adver tises its products, virtually eliminat ing ads aimed at young people. State regulators and representa tives of the liquor industry say some proposals have merit but probably would violate the Texas Constitu tion. “We have quite a few problems with some of (the proposals) because they appear to be contrary to state law or they violate the state Constitu tion or they are already encom passed under the current law,” said Joe Darnall, general counsel of the Alcoholic Beverage Commission, which issues liquor, wine and beer li censes. “A city or a county or a justice of the peace precinct can be ‘dry,’ ” Darnall said, “but under the current statute, you cannot legally ban alco hol from a neighborhood, even if the neighborhood is high-crime.” Leaders of the coalition, called Texans for Responsible Alcohol Consumption, have decided to pre sent their proposals to the Alcoholic Beverage Commission at its Nov. 27 meeting. The plan includes requiring estab lishments that serve alcohol to keep a log with the date, time and Texas driver’s license number of every per son who buys a drink. Bars and restaurants also would have to establish “a method of count ing drinks served to each individual customer.” They would have to re cord such information as the size of the customer, the type of drink served and the time it was served, according to a draft prepared by the coalition. Officer Phillip S. O’Keefe, 33, was arrested early Tuesday after he al legedly solicited sexual favors from an undercover policewoman, who was posing as a prostitute, and picked her up in his marked police car near the Astrodome. The four-year police veteran, an accident investigator, was named in a sealed indictment returned Nov. 2. The indictment accuses him of vio lating one prostitute’s civil rights in August when he allegedly got her into his patrol car under the guise of an arrest, then took her to a remote location for sex. He also was charged with official oppression. O’Keefe, who is free on a $2,000 bond, faces a Dec. 5 arraignment be fore State District Judge Mike Wil kinson. He has been placed on paid administrative leave, police spokes man Dan Turner said. The case is the third this year in which a Houston police officer has been accused of forcing women to have sex. “He drove by her (the undercover officer) about four times, but he didn’t stop because he had a passen ger with him,” said Don Smyth, a prosecutor in the Harris County dis trict attorney’s civil rights division. “So they baited the hook one more time, and finally he hit on her.” Internal Affairs investigators fol lowed O’Keefe and when it became apparent that he was not taking the undercover female officer to jail, he was arrested. In O’Keefe’s patrol unit, Smyth said, the conversation between the officer and the woman centered on whether she was really a prostitute. To prove it, Smyth said, O’Keefe de manded that the woman pull down her blouse. She refused. Smyth said there was no videotape made of the sting operation but de clined to say if the undercover po licewoman was wearing a micro phone.
