NRC denies request
by anti-nuke group
to delay plant start
WASHINGTON (AP) — The Nu
clear Regulatory Commission on
Thursday turned down a citizen
group’s request that it delay giving a
go-ahead for Texas Utilities Electric
Co. to start low-power testing of the
Comanche Peak nuclear power
plant.
The request by Citizens for Fair
Utility Regulation came just days af
ter the NRC opened an internal in
vestigation into allegations by an
anonymous group of NRC inspec
tors that senior agency officials had
covered up problems at Comanche
Peak.
The anonymous inspectors, in a
| letter to commission Chairman Ken
neth Carr on Oct. 4, said Comanche
Peak was far from being ready to
safely begin low-power testing.
The commission has not said
when it would issue a low-power li
cense, but staff members indicated
Thursday it would be at least a few
weeks.
Betty Brink, a leader of the citi
zens group, said that as a result of
the NRC’s refusal to put Comanche
Peak’s low-power license application
on hold, her organization would go
to the 5th U.S. Circuit Court of Ap
peals in New Orleans next week.
The plant is situated near Glen
Rose, Texas, about 40 miles south
west of Fort Worth.
The group’s main argument is
that Comanche Peak should not be
allowed to fire up the reactor until
after the courts rule on the group’s
existing suit seeking to force a licens
ing rehearing. The hearing process
was officially closed in July 1988.
Brink said her group believed the
plant was not ready to operate safely
and that even low-power operation
would put area residents at undue
risk.
In denying the group’s request,
the commission said it was a matter
for the courts to decide, since the
commission previously had ruled
that the group had no legal standing
to intervene in the late stages of the
licensing hearings.
