Clements professes
delight over ruling
for finance reform
AUSTIN (AP) — Gov. Bill Clem
ents, professing delight that the
Texas Supreme Court left school fi
nance reform in lawmakers’ laps,
said Monday he will call a spring spe
cial session on the issue.
“I am extremely pleased that this
is back in the hands of the Legis
lature where it belongs,” Clements
said after the Supreme Court unani
mously declared the present system
unconstitutional.
The court gave the Legislature
until May 1 to overhaul the current
system, a decision hailed by poor dis
tricts who say their students are
cheated of an education equal to that
provided in richer districts.
The governor said he, Lt. Gov.
Bill Hobby and House Speaker Gib
Lewis would appoint a special task
force to conduct hearings across
Texas and make recommendations
before the special session on school
finance.
The cost of giving students in rich
and poor districts an equal chance at
quality education has been estimated
by some at $1 billion a year, but
Clements said more money is not
necessarily the answer.
“It could be that we maybe need
more money, but money in itself is
not the answer to public education,”
he said.
Lewis said the ruling is a clear
message from the court “that every
child deserves the opportunity to
succeed regardless of where they
live.” Hobby commended the court’s
call for an efficient and productive
education system, saying, “Our chil
dren deserve no less.”
Attorney Earl Luna of Dallas, who
represents several districts that in
tervened on the side of the state in
the lawsuit, said he would probably
file a motion for rehearing with the
Supreme Court.
