The Federal Deposit Insurance

owner Frances Carr failed to disclose
a drug possession conviction on the
license application, the 'Texas Racing
Commission has granted a pari-mu
tuel permit for Manor Downs near
Austin.
The commission’s 5-0 vote on
Wednesday followed two days of
hearings, much of which centered
on Carr’s failure to disclose on the
application that she had been con
victed in 1970 for possession of mar
ijuana in the Bahamas.
“If we wanted to deny the license,
there are ample grounds to do so,”
Commissioner Ruben Cardenas
said. “But we have the strongest
commitment on finances we have
seen so far. They didn’t ask for any
exemptions, they have experienced
management on hoard, and they
have a proven track record.”
“We have to weigh that against
something that happened to an 18-
year-old girl 20 years ago,” Blodgett

Killeen college disputes

HOUSTON (AP) — Officials with
financially troubled American Edu
cational Complex are disputing a re
port claiming the Kilieen-area com
munity college should repay $4.2
million to the state for contributions
made toward the retirement of em
ployees who worked out-of-state in
the school’s worldwide operation.
The Teacher Retirement System
of Texas found in an 11-month in
vestigation that AEC allowed the
state to pay for nine years of work
ers’ retirement contributions that
should have been reimbursed with
federal funds, the Houston Chroni
cle reported Thursday.
AEC officials, however, indicated
they will fight the findings, saying
the state law does not apply to their
contract activities. They said the law
refers to federal grants, rather than
contracts.
