AUSTIN (AP) — A West Texas
senator trying to keep a low-level nu
clear waste dump out of his “back
door” said Wednesday he has an
uphill political battle.
Sen. Tati Santiesteban, D-El Paso,
held a special hearing of his Natural
Resources Committee on a proposal
to place a nuclear disposal site in
Hudspeth County, 50 miles south
east of El Paso.
Santiesteban said “newly discov
ered evidence” should shed light on
whether the Texas Low Level Radio
active Waste Disposal Authority “is
doing what it is mandated to do, and
that is to find the proper site.”
A spokesman for the authority
said the information was not new. It
had been released in February.
El Paso County Judge Luther
Jones said a “mountain of technical
data demonstrates irrefutably” that
the proposed site is “dangerous and
totally unsuitable for the long-term
disposal of radioactive waste.”
Jones said El Paso County had
spent $1 million in public funds
fighting the proposed site, which sits
atop an underground aquifer that is
the principal water supply for El
Paso and Juarez, Mexico, with a
combined population of 2 million.
He appealed to the committee’s
“basic sense of fair play.”
Darcy Frownfelter, special assis
tant county attorney representing El
Paso and Hudspeth counties, said
technical data “simply does not sup
port the site.”
The technical report was pre
sented by George Beckwith, senior
vice president of a Phoenix engi
neering firm. He said there are nu
merous faults — or fractures in rock
strata — in the site area that are
sources of earthquakes.
He said a fault in Mexico, 16 miles
from the site, is “extremely active,
world-class, one of the top ten in the
Western United States outside(

DECATUR (AP) — Wise County grand jurors
Wednesday indicted an Azle man on capital murder
charges in connection with the 1985 slayings of two
women.
Ricky Lee Green, 28, was charged with capital mur
der because the slayings took place while the assailant
was “in the course of attempting to commit the offense
of aggravated sexual assault,” Wise County District At
torney Patrick Morris said.
Green has been charged in the sexual mutilations
and stabbing deaths of a Fort Worth television exec
utive in 1986 and a 16-year-old boy in 1985. Officers
from more than a dozen other law enforcement agen
cies met in Fort Worth to begin discussing whether
Green might be connected to other slayings.
The Wise County grand jury indicted Green in the
Oct. 12, 1985, death of a woman identified only as Betty
Jo and the Nov. 24, 1985, death of Sandra Lorraiiif
Bailey, a 27-year-old Fort Worth woman.
Police said the victims were stabbed, beaten with
hammer and sexually mutilated at the Bovd mobile;
home of Green and his wife, Sharon Green. Theirbod
ies were dumped elsewhere.
Mrs. Green told investigators her husband forcet;

ened to kill her and implicate her in the women’s slat
ings.
The Wise County grand jury did not return indict
ments against Mrs. Green, but is meeting Mondavi:

Prisoner escapes
for ‘vacation,’
promises return
JASPER (AP) — A 24-year-old
prisoner gave himself a short vaca
tion from the Jasper County Jail,
even leaving a note promising to re
turn, jail officials said Wednesday.
But Tracy D. Andrews of Kirby-
ville, who was waiting to be trans
ferred to the state prison system for
a five-year term, could face up to ten
years more behind bars because of
his wanderlust.
“I believe he’d been talking to a
girl around Elkhart,” Jasper County
Chief Deputy Jack Meyers said. “We
believe he might be heading there.
“Hope she’s worth it,” Meyers
said. “1 don’t know anybody worth
ten years.”
Meyers said Andrews was working
as a night trusty, painting the jail,
when “somebody must have turned
their head for a second, and he got
outside and boogied.”.
He escaped sometime between
4:30 a.m. and 5:30 a.m. Tuesday,
and was still missing Wednesday
night, Meyers said.
“He left a note that said he’d be
back Friday,” Meyers said. “I guess
he just got tired of being in here. But
I probably would be too, if I was in
jad.”
Andrews, convicted for unautho
rized use of a motor vehicle and fail
ure to stop and render aid, had been
in the Jasper County Jail since Feb.
12.
Meyers said he doesn’t consider
Andrews particularly dangerous,
saying, “He’s just a level-tempered
kid.”
