dent Bush will propose more than
$250 million in education spending
above former President Reagan’s
budget and will call for a tax break
for adoptions, sources in the admin
istration and congress said Wednes
day.
The sources, who insisted upon
anonymity, said the $1.16 trillion
spending plan Bush will outline in a
nationally televised speech to Con
gress at 8 p.m. Thursday will project
a deficit of roughly $98 billion.
That’s within the $100 billion re
quirement of a federal deficit-reduc
tion law for the fiscal year that be
gins Oct. 1 but. some $5.5 billion
higher than Reagan had proposed.
Higher levels in the Bush budget
for education, child care, the envi-
ronment and the homeless account
for some of the gap, the sources said.
On the eve of Bush’s budget ad
dress, more glimpses of the presi
dent’s $1.16 trillion spending outline
surfaced as administration budget
officials briefed influential members
of Congress on the package.
According to congressional and
administration officials, key el
ements of Bush’s package include:
• A request for $250 million to
$300 million more than the $21.2
billion Reagan had sought in educa
tion spending. Much of the increase
would go to expand the Head Start
program. Bush’s plan for a $500 mil
lion National Merit School program
will be scaled hack sharply, however.
® A tax break to help families re
cover some of the cost of adoptions,
with an emphasis on hard-to-adopt
children. During his campaign,
Bush repeatedly said he was “for
adoption, not abortion.” A modest
previous tax deduction to help offset
adoption costs was eliminated in a

144 estimated dead
LISBON, Portugal (AP) — An
American charter jet filled with Ital
ian tourists slammed into a fog-cov
ered mountain in the Azores today
and exploded, and all 144 people on
board are feared dead, officials and
news reports said.
Maria della Versesi, a spokesman
at the Italian Embassy in Lisbon, said
all 137 passengers were Italian and
the seven crew members were Amer
ican. She did not release any names.
The aircraft belonged to the U.S.
airline Independent Air Corp.,
based in Smyrna, Tenn.
The flight originated in Bergamo,
Italy, and was to have proceeded to
Puerto Plata in the Dominican Re
public, and Montego Bay in Jamaica,
after making a refueling stop in the
Azores.
The Portuguese news agency
LUSA quoted an unidentified offi
cial from the Azores Civil Protection
Service as saying about 50 bodies
had been recovered and it appeared
all on board died.
LUSA also quoted an unidentified
member of a local flying club as say
ing all the passengers and crew had
been killed.
600,000 parishioners

SEOUL, South Korea (AP) —
While many churches are struggling
to keep their doors open, the Yoido
Full Gospel Church wrestles every
week with the problems of accom
modating 600,000 parishioners.
The Seoul church, part of the
worldwide Assemblies of God,
claims to have the largest congrega
tion in the world. The church seats
25,000 worshippers in its main
sanctuary and another 25,000 in 17
“overflow” chapels.
The church was established with
five parishioners by Rev. Paul
Yonggi Cho in 1958 amid the dev
astation left by the Korean War.
Over the years it expanded into a
massive organization still intent on
getting bigger every year.
“People often ask why the church
is so large,” said Lydia Swain of Mi
ami, an ordained minister who first
came to Seoul in 1964 and now
works in the church office.
The simple answer, she said, is
that “people want to stay together, to
pray together.” She said the congre
gation, virtually all Korean, is made
up of born-again Christians who be
lieve the power of prayer is strongest
in groups.

Boeing 707 was preparing to land at
Santa Maria airport when it crashed
into Pico Alto, a fog-covered, 1,794-
foot-high mountain, and burst into
flames.
LUSA quoted the civil protec tion
official as saying the pilot asked the
airport to clear a runway for an
emergency landing. The Civil Pro
tection Service is a state body that
provides rescue services and assis
tance in civilian emergencies.
A.L. Pittman, president of Inde
pendent Air Corp., said in an inter
view in Smy rna that the 15-year-old
company makes 400 to 500 charter
flights a year, mostly in the Carib
bean and Europe.
Pittman, who declined to identify
the seven American crew members,
said the 20-year-old jetliner that
crashed had a relatively low number
of flight hours and no history of
trouble.
Pittman said the airplane, one of
two Boeing 707s owned by the com
pany, had 12,500 cycles, or takeoffs
and landings, and less than 50,000
hours in the air.

LAS CRUCES, N.M. (AP) — The Bureau of Land
Management is on the lookout for cactus and bush
thieves who might not even know they’re doing any
thing illegal by taking desert plants from public lands.
“I honestly think that nine out of 10 of these acts
aren’t malicious,” said Diana “Punkie” Carretson,
spokesman for the BLM in Las Cruces. “Someone just
decides they want a cactus or a bush to decorate their
front yard, so they dig it up and take it home. Most of
them don’t know it’s illegal — they do not understand
that it’s wrong.”
