The Salinas transition team said [Latin American heads of state were invited because Latin American [countries wanted to invite Mexican presidents to their own inaugura tions. They said the invitations [would encourage Latin American unity. Those in the leftist opposition [here were especially disappointed that presidents Daniel Ortega of Ni caragua and, most of all, Fidel Cas tro, decided to come. “It’s up to them if they want to lend support to an illegitimate gov ernment,” Cardenas said days be fore the inauguration. While Salinas was able to under cut his opponents and bolster his own image, Castro saw a larger geo political significance in the invita tion. The fact that he wms sitting in the same gallery wuth other heads of “The U.S. strategy of iso lating Cuba has failed. ” — Fidel Castro | President of Cuba state and a galaxy of other dignita ries, including U.S. Secretary of State George Shultz, was both a rec ognition of his nation and a symbol of triumph, he said. “The U.S. strategy of isolating Cuba has failed,” he said at a week end press conference. “We ngver came to an inauguration before be cause they didn’t invite us. But now Ecuador and Mexico have invited us. U.S. policy is a total wreck, and Cu ba’s position is being vindicated by Latin America.” “Thirty vears have gone by, and we’re still here,” he said. Castro’s forces overthrew the dictatorship of Fulgencio Batista almost exactly 30 years ago, on Jan. 1, 1959. Ironically, one of Castro’s patrons when he was organizing his revolu tion here w'as Lazaro Cardenas, Cuauhtemoc’s lather. Lazaro Cardenas, a former presi dent, a leftist and a power in Mexi can politics, got Castro out of trouble when he was imprisoned while train ing his little band of revolutionaries near Mexico City. Castro was treated like a conquer- ing_ hero from the moment he ar rived at Mexico City’s airport Wednesday night. At press conferences he received lengthy rounds of applause from lo cal reporters. On a walking tour of the city’s central Alameda, he kissed women and children and recovered an old man’s windblown hat. One local columnist even compli mented Castro’s huge squad of body guards for their “backslapping friendliness.” Salinas made sure to introduce the attending heads of state during his inaugural address Thursday, and Castro got by far the biggest ovation. By that time Cardenas’ supporters had already walked out. Castro stood and smiled, then sat back as Salinas made it plain he would push Mexico toward the free market and further away from state domination of the economy. “Social well-being in a modern state is not identified with paterna lism that suplants effort or inhibits character,” Salinas said. Castro, by contrast, summed up a long press conference statement on the evils of capitalism bv saving, "So cialism cannot he built with capitalist tools.” It was an implicit criticism of So viet leader Mikhail Gorbachev’s re forms; Castro will be receiving a visit from Gorbachev later this week. One thing Salinas and Castro agreed on is the need to reduce Latin America’s staggering foreign debt; Mexico’s now stands at $102 billion. But while Castro called for Draco nian measures of nonpayment, Sali nas leaned toward negotiation and a sales job, telling bankers the money Mexico saves will be used to drive economic growth in a competitive economy. Salinas and U.S. President-elect George Bush hit it off at a luncheon meeting in Houston 10 days before Salinas was inaugurated. There was “good chemistry,” said Shultz, “and that is a very good sign.” Castro’s assessment of Bush was much more cautious. He said he hoped Bush was “pragmatic” enough to recognize new Latin American realities, among them the failure of U.S. efforts to isolate Cuba. Supreme Court agrees to study tort reform, expects to rule by July WASHINGTON (AP) — The Supreme Court announced Mon day it once again will study the constitutionality of multimillion- dollar punitive damage awards, a growing phenomenon in U.S. courtrooms that has sparked leg islative debate nationwide. The justices . agreed to decide whether such awards that far ex ceed actual damages violate a constitutional ban on excessive Fines. At stake are large sums of money awarded in a wide variety of lawsuits. The court, which failed in the past to resolve the question, will tackle the issue in an appeal by a Texas-based waste collection business ordered to pay $6 mil lion to a Vermont competitor. The justices are likely to rule by July. In other action, the court: • Agreed to decide whether a federal law allowing public scru tiny of governmental advisory groups applies to the American Bar Association’s role in picking federal judges. • Agreed in a case from Ala bama to hear a Reagan adminis tration appeal aimed at limiting recovery of lawyers’ fees for peo ple who win disputes with the government over Social Security benefits. • Refused to revive a $70,000 award to a Tennessee woman who said her rights were violated in a dispute with public school of ficials over “godless” textbooks. • Refused in a California case to bar police from conducting roadside sobriety tests by setting up checkpoints at unannounced locations. • Barred a New Hampshire community from removing poles bearing sirens that could alert townspeople about an accident at the controversial Seabrook nu clear power plant. The high court last May de clined to decide the constitutiona lity of very large punitive-damage awards when it upheld on nar row, procedural grounds a $1.8 million judgment against an in surance company that wrongfully rejected a $20,000 claim. Left unresolved was the legiti macy of skyrocketing punitive- damage awards, a development that has touched off a wave of legislative activity, often called “tort reform.” Some states, reacting to soaring insurance rates, have imposed ceilings on how much punitive- damage money can be recovered. )mputer.
