Cisneros said that as the babv
boom generation grows older, past
the year 2000, more health care will
be needed by a larger number of
people who cannot afford it.
Already, he added, cost-con
tainment measures imposed on doc
tors and hospitals are depriving peo
pie of care they need.
“We are seeing a trend towarddis
charging patients from the hospital
quicker and sicker,” he said, adding
that in-home care often is not cov
ered by insurance plans.
Cisneros, a Democrat, is finishing
his fourth two-year term as mayor.
He is not running for re-election,
but said he plans to write and do syn
dicated daily radio programs in
Spanish and English.
Cisneros also told the meeting of
the Washington-based association,
which includes medical school and
hospital officials, that minority
groups are growing in size rapidly,
causing “sweeping” changes in many
states.
He said a Rand Corp. study shows
that California, the most populous
state with 27 million people, will be
48 percent Hispanic, black or Asian
by the year 2000.
John Sherman, executive vice
president of the association, said he
agrees with Cisneros that society is
facing great changes, and said the
medical profession will try to meet
changing needs, but can’t do it
alone.

arsenal to fight potential chemical
disasters is slowly being built in this
coastal city where officials say prepa
rations previously were inadequate
for an important petrochemical cen
ter.
In midsummer, the department's
Hazardous Material response unit-
known as HazMat — had only three
disposable suits and a hodge-podge
of homemade tools to work with.
W.C. Jones, an assistant fire chief,
said at the time that the city’s best de
fense was Mother Nature.
“The wind blows out of the south
east about 90 percent of the time,
and that would take the chemical out
over the water of the ship channel,
away from people,” Jones said in
July in this city, where some area
homes back up to refinery fences.
But, Assistant Fire Chief J.R. Guz
man, said a chemical disaster arsenal
is slowly being built.
The HazMat unit now boasts 12
dozen disposable suits and two com
pletely encapsulated models, which
were donated by Southwestern Re
fining. Valero Refining has also
promised to contribute some gear.
Guzman and Jones said they need
at least six encapsulated suits to work
effectively, but the new equipment
has eased tensions among fire de
partment personnel.
“I feel a lot more comfortable now
than 1 did a year ago,” Guzman said.

DALLAS (AP) — A typical dinner
menu at the Downtown Dallas Fam
ily Shelter consists of chicken-fried
steak, mashed potatoes, canned corn
and sheet cake.
On Sunday, the fare was more up
scale: lima bean and black-eyed pea
soup; green salad with basil-vinai
grette dressing; pecan- and bran-
crusted boneless chicken halves; po
tato pancakes and praline-chocolate
bread pudding.
The gourmet fare was prepared
by the staff of Actuelle, a five-star
restaurant in Oak Lawn.
Victor Gielisse and Clive O’Do-
noghue, co-owners of Actuelle, had
decided to celebrate the restaurant’s
second anniversary by preparing
100 first-rate meals, which would
cost about $45 each at Actuelle.
“We wanted to mark our anniver
sary in a way that really hits home,
the Dutch-born Gielisse said. “It’s
really scary to think this is happen
ing so close to home. We were there
at the shelter last week, and it gives
you goose bumps to see the kids, the
babies . . . .”
The food was prepared by six
members of Actuelle’s kitchen staff
and served by three of its waiters, all
of whom came in on their day off.
