Economists: Texas
shakes depression
DALLAS (AP) — Texas is slowly
shaking off the oil and real estate de
pression and shifting toward ex
ports, manufacturing and small
business start-ups, which economists
say are setting the stage for new in
vestment.
And a consensus forecast by the
Dallas Morning News Board of
Economists calls for the state jobless
rate to fall in coming months, even
though the panel expects a de
creased rate of growth for the na
tional economy.
“You’ve got to look at the funda
mentals,” said Bernard L. Weinstein,
director of the Center for Enterpris
ing at Southern Methodist Univer
sity. “At the basic industries, at em
ployment, at the changing industrial
structure, at the demographic trends
. . . Texas is looking real good.”
“I think there will be a stampede
of investors over the next year,” he
said.
The panel said the state got a
boost last week with the announce
ment that the multibillion dollar su
perconducting “super collider” will
be built in Ellis County.
“If we get a $6 billion federal con
struction project into Texas, it also
brings us a national research lab and
an additional $250 million or so in
research money,” said M. Ray Perrv-
man, director ol me Baylor Lnner-
sity Forecasting Service.
The super collider announcement
came only two days after voters sent
several influential Democratic and
Republican Texans to key Washing
ton posts, including President-elect
George Bush, who is expected to ap
point a handful of Texans to his
Cabinet.
Although Lloyd Bentsen was on
the losing Democratic ticket as the
vice presidential nominee, he was re
elected to his seat in the Senate,
where he is chairman of the power
ful Finance Committee.
The panel said Texas’ power base
in Washington could grow and be
come ever more important for the
state recovery, especially if House
Speaker Jim Wright of Fort Worth is
able to resolve issues raised by a
House ethics committee investigat
ing his dealings with insolvent Texas
savings and loan associations.
The board, however, foresees the
price of West Texas intermediate
crude falling to $14.63 per barrel —
below the perceived comfort level of
$15.
Using retail sales as a barometer
of economic activity, Ira Silver, chief
economist at J.C. Penney Co., said
sales in Texas lag behind those in the
rest of the nation, but are up from
last year.
