Such statistics held up even in conser vative Lubbock County, said Maria Luisa Mercado, vice chairman of the Mexican-American Democrats of Texas and an assistant state attorney general in Lubbock. She said there was a backlash against Republican Party radio advertisements in the Rio Grande Valley in which an an nouncer warned in Spanish that officials will be watching for voting by non-citi zens, and against Republican Secretary of State Jack Rains for sending poll- monitors to minority precincts. “That does not invite a good view of the Republican Party,” Mercado said.
