Bentsen: Bush
hurt oil industry,
Dukakis to help
OKLAHOMA CITY (AP) — Sen.
Lloyd Bentsen stumped Tuesday
across the economically depressed
oil lands of Texas and Oklahoma,
telling voters their troubles were
George Bush’s fault and promising
that Michael Dukakis would get oil
wells pumping again.
Bentsen, the Democratic vice
president candidate, said Dukakis
will “light a tire” under federal regu
lators blocking the sale of natural gas
to the Northeast.
The Texas senator also promised
an audience of 1,500 people in a
downtown Oklahoma City square
that a Democratic administration
would use tax incentives and other
subsidies to revive oil production in
the Southwest.
Dukakis, the Democratic nominee
and governor of Massachusetts, said
Monday that if he is elected Nov. 8,
Bentsen would head his energy pol
icy panel.
“In 1981, there were 755 rigs op
erating in Oklahoma and today you
have 129. That’s what George Bush
has done for the energy states,”
Bentsen said, “Two out of five jobs
in the energy business disappeared
— and they were good, high-paying
jobs.”
“But the Republicans like to ask:
Are you better off today than you
were in 1980? They had better not
ask that question in Oklahoma or
Texas, because the answer is no," he
said, making the first appearance in
Oklahoma by either Democratic can
didate.
Sen. David Boren, D-Okla., who
introduced Bentsen at the rally, said
his troubled state is receptive to the
Democrats’ message, especially with
Bentsen on the ticket, but it will lx*
tough to win voters over to a North-
easterner for president.
“It’s going to take an educational
effort. It’s going to take a strong
push,” Boren told reporters.
Even though Democrats have a 2-
1 edge over Republicans in voter
registration in his state, Boren said,
Oklahomans tend to be ticket-split
ters who vote Republican for presi
dent.
“(Four years ago) I got 76 percent,
Ronald Reagan got 71 percent," Bo
ren said.
President Reagan actually got 69
percent in Oklahoma in 1984.
Bentsen appeared Monday night
at an energy forum in Houston and
headed out Tuesday to press his

Wright: CIA admits
to secret activities
WASHINGTON (AP) — House-
Speaker Jim Wright said Tuesday
the Central Intelligence Agency has
admitted using undercover opera
tives in Nicaragua to stir up public
protest, hoping the leftist Sandinista
government will overreact.
“We have received clear testimony
from CIA people that they have de
liberately done things to provoke an
overreaction on the part of the gov
ernment in Nicaragua,” Wright, D-
Texas, told reporters in answer to a
question at his daily news confer
ence.
In a subsequent interview, Wright
said agency personnel, under ques
tioning from members of Congress,
said they had “sought to generate
vigorous demonstrations. . . . Agents
of our government have assisted in
organizing the kinds of anti-govern
ment demonstrations that have been
calculated to stimulate and provoke
arrests.”
CIA spokesman Sharon Basso de
clined to confirm or deny Wright’s
information. “We do brief Congress,
but wouldn’t discuss that publicly,”
she said.
Wright said he did not know
whether a July 10 demonstration at
Nandaime, south of Managua, that
resulted in some 40 arrests, was a re
sult of the U.S. provocations. The
anti-Sandinista Contra rebels are
asking for release of those prisoners
as a gesture of good faith before re
suming high-level peace talks with
the government.
David Holliday, a spokesman for
the Senate Intelligence Committee,
said the committee held two days of
hearings the week after the Nan
daime unrest and was satisfied that
there had been no U.S. government
involvement in that particular pro
test.
Managua expelled the U.S. am
bassador to Nicaragua, Richard Mel
ton, and seven other diplomats on
July 11, charging they were engag
ing in “state terrorism” and were try
ing to undermine the government.
Wright said it is clear that the CIA
has been behind some of the public-
unrest that has led to government
crackdowns on the opposition and
worsened the atmosphere for fal
tering peac e discussions betwecn(

"It has been foolish of the
