Stepping stones of education Stacie McOlgan, a sophomore journalism major from Paris, Texas, studies psychology outside the First nuclear plant draws opposition before its opening XALAPA, Mexico (AP) — An un likely coalition of wealthy house wives and cattlemen is spearheading opposition to Mexico’s First nuclear power plant. The plant, Laguna Verde, has been a pet project of the governing Institutional Revolutionary Party for more than 20 years. But the party, which lost ground to the opposition in the July 6 gen eral election, announced soon af terward that it was delaying the plant’s startup. “After July 6, nothing is the same,” Rebecca Labastida, a founder of the Mothers of Veracruz Anti-nu clear Committee, said. That group is one of several that have been working to get the plant mothballed or converted to non-nu clear fuel. The coalition of urban housewives and cattle ranchers Fighting the pro ject includes members of the govern ing party. “A social consciousness is growing in Mexico,” regional planner Tomas Berlin, who just finished a book crit ical of Laguna Verde, said. “One point is nuclear energy. In it you will see a new face of Mexico.” Many residents in Xalapa, 140 miles east of Mexico City, oppose the plant, which is located 40 miles out side the city on a winding road dot ted with roadside stands laden with local honey, cheese and fruit. Sugar cane carpets the steamy coastal plain where white power py lons march down to the Gulf of Mex ico and the green lagoon that gave its name to Mexico’s first nuclear plant. Inside the 13-story Unit One con tainment building, uranium fuel rods wait in a dry concrete pool next to 657-megawatt reactor from the United States. The men who are building the plant say they are confident of its safety and are ready to turn on the first of two reactors. “The first unit is ready,” project spokesman Hector Luna Lastra said recently. “It’s a political decision now.” Critics say the reactor, made by the U.S.-based General Electric Co., and its containment building are “A social conscience ness is growing in Mexico. Laguna Verde is all that is left of a grand plan fora nationwide network of 20 nuclear plants. The idea died when oil prices plunged, hut Laguna Verde lived on, despite a price tag that rose f rom $263 million to $3.5 billion. The project was announced in 1968. Construction began in 1973, and for years the project moved qui etly along, providing thousands of jobs. Opposition to Laguna Verde be gan in April 1986 after the nuclear accident at Chernobyl in the Soviet Union, Patricia Ortega, another founder of Mothers of Veracruz, said. The explosion and fire al the So viet plant killed 31 people and sent a cloud of radiation around the world. The Federal Electricity Commis sion countered criticism of Lagunda Verde with a public relations cam paign, but the opposition kept grow ing.
